Duties and Responsibilities

Background and Organizational Settings The 2030 Agenda for Sustainable Development has elevated the profile of the environmental dimension of development and how to monitor this dimension. UNEP’s SDG and Environment Statistics Unit is mandated to enhance the statistical capacities of countries to collect data and report on SDG indicators under its custodianship, which total to 25 indicators. As part of the unit work, several projects are implemented to support countries. The unit started implementing a European Commission funded project on Enhancing countries’ capacities for measuring progress on the transition towards a circular economy, of which multiple SDG indicators are part of. This project aims to build capacity to accelerate the transition towards a circular economy in the context of sustainable development at different levels. Enhancing institutional technical capacities to regularly produce circular economy and waste datasets is imperative to inform and develop evidence-based policies. The project focuses on selective core indicators as part of the Guidelines on Measuring Circular Economy, which includes Sustainable Consumption and Production (SDG 12) and waste (SDG 12) indicators, as well as other indicators essential to measuring the shift towards circular economy. Another related project is the Statistics and Data Project “Resilient and agile National Statistical Systems to meet post-COVID-19 data needs to recover better” under the 14th tranche of the United Nations Development Account (DA14 project). This Project is expected to strengthen the capability of NSS of target countries to collect, process and disseminate data and statistics to inform COVID-19 recovery policy and to enhance the resilience and agility of NSS of beneficiary countries to respond to emerging economic, social and environmental data needs in times of crises and disasters through the use of innovative data sources, advanced data acquisition methods and modern technologies, while ensuring a path towards the achievement of the 2030 Agenda. In particular, the DA14 project is supporting several countries to strengthen the System of Environmental-Economic Accounting at the national level with a focus on Economy-Wide Material Flow Accounts and the calculation of relevant indicators under SDGs 8 and 12. Currently, these indicators lack or have limited data. The goal is to build the statistical capacities of targeted countries to better understand the adopted methodologies and develop national statistics related to the previously mentioned indicators. 1.1 Explain the requirement for a consultant/individual The aim of the consultancy is to enhance relevant technical and statistical skills of government officials in targeted countries (9 countries in Africa, Asia and Latin America and the Caribbean) to identify relevant data and report on selected indicators at a national level. The consultant shall equip government officials with the know-how and technical skills to regularly report on the selected indicators through the development of technical presentations, working sheets as well as training government officials. Specific Roles and responsibilities Under the direct supervision of the Head of the SDG and Environment Statistics Unit (UNEP/Early Warning and Assessment Division), the consultant will; A- Country activities: i. Prior to country mission, the consultant will: A.i.1 Prepare an inception report outlining a comprehensive desk review of the national context for indicators, including data availability and requirements, list and contacts of key stakeholders to engage with. A.i.2 Develop a step-by-step document and calculation/working sheets for specific indicators, including necessary information on the source of data, responsible entity and embedded formulae to calculate the indicators. A.i.3 Develop appropriate technical material to be presented in countries, in English, in collaboration with UNEP, by using existing technical resource materials. ii. In-country mission, the consultant will: A.ii.1 Convene relevant stakeholders and conduct a hands-on training using the prepared technical material in collaboration with UNEP and relevant national entities. A.ii.2 Assist government officials in identifying appropriate data and calculating relevant indicators. iii. Upon completion of the country mission, the consultant will: A.iii.1 Prepare mission report, in English, with the following criteria, among others: • Activities undertaken in each country, including list of government officials and entities engaged with • Obtained results • Follow-up actions needed • Annexes: country inception report, all prepared material relevant to the mission, list of participants, etc. A.iii.2 Online follow-up with countries on questions or clarifications required from countries. B- Reporting activities: B.1 Guidelines report for Measuring Circular Economy B.2 Final report on countries activities, including lessons learnt, best practices and annexes including all prepared material relevant to the countries missions.

Qualifications/special skills

A Master’s degree in Environmental Science is required. A doctoral degree is desirable. • At least 10 years of progressively responsible training experience on environmental and sustainable development issues is required. • Proven expertise and experience in working with countries to enhance their technical and statistical capacities is required. • Experience in the UN system and in a government/intergovernmental setting is desirable. • Proven expertise and experience in working on circular economy, sustainable consumption and production, and waste for sustainable development is desired.

Languages

English and French are the two working languages of the United Nations Secretariat. For this post, fluency in English (both oral and written) is required. Fluency in Spanish and French is desirable.
