Result of Service In line with PASSMAR UNODC project, the purpose of the consultancy is to provide advisory support for the organization of sea exercises on maritime interdiction pertaining to the evidence collection, crime scene investigation, VBSS training.

Duties and Responsibilities During the Yaoundé Summit in June 2013, Heads of State (and representing ECCAS, ECOWAS and the GGC) adopted the Code of Conduct addressing the prevention and suppression of illegal acts occurring in the maritime space of the Gulf of Guinea. The Code is largely inspired by the Djibouti Code of Conduct on fight against piracy in the Indian Ocean and the Gulf of Aden and forms a legal framework for cooperation between the two regions. It defines the terms of intervention, sharing of responsibilities and practical organization of the fight against illegal marine activities. The Interregional Coordination Centre (ICC) was established in this regard to enhancing the activities geared towards cooperation, coordination, mutualization, and systems interoperability through encouraging the implementation of the mentioned Code of Conduct and the regions’ maritime strategies. The Center further looks to build the capacities of the civilian and military personnel of the regions in the maritime law enforcement, coordinate training and practices, facilitate information exchange among the navies of the Member States, promote the harmonization of the texts on maritime law enforcement including those relating to the fight against piracy, armed robbery, other illicit acts committed at sea, sea pollution and ensure the protection of the environment. Throughout its programme, UNODC-GMCP has developed extensive knowledge and experience in providing capacity building and technical assistance to States in three main areas: i) legal reform in accordance with the United Nations Convention on the Law of the Sea (UNCLOS), the United Nations Convention against Transnational Organized Crime (UNTOC); ii) investigation and prosecution of piracy and other maritime crime through a full criminal justice support from hand-over of suspects, detention, investigation and support to preparation for prosecutions and trials. Also, to strengthen Maritime Law Enforcement Responsive Capacities, UNODC GMCP is working with different partners as INTERPOL, the EU Pilote Programme “Cordinate Maritime Presence”, the Programme GoGIN/YARIS, EMSA Copernicus. The GMCP is currently working under co-funded EU PASSMAR programme covering Angola, Cameroun, Congo, Gabon, Democratic Republic of Congo and Sao Tome & Principe.

Qualifications/special skills - An advanced university degree (Master’s degree or equivalent) in law, criminology, police administration or a similar field, focused on international maritime affairs, international security policy, criminal justice and / or the application of the law is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. - At least ten years of progressively responsible professional experience in the field of countering maritime crime and implementing law of the sea is required; - Proven experience in legal research and analysis, proposals and training plans, and excellent drafting skills is required; - Experience in development work and legal systems in Central Africa is desirable; - Good communication and interpersonal skills are required; - Strong interpersonal and communication skills including demonstrated tact in inter-cultural communication is desirable; - Proven experience in dealing with national and regional counterparts from various cultural backgrounds is desirable; - Previous work experience with the UN or other International Organizations will be considered is desirable.

Languages - English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
