Background

The Confidence Building Early Response Mechanism (COBERM) is a joint EU-UNDP initiative, which aims to sustain and further enhance an enabling environment for reconciliation within and across divided communities in Georgia, to promote inclusive peace, stability and human security.

Implemented in three phases during 2010-2018, IV phase of the Programme was launched in 2019 with the duration of 3 years and pursues the following objectives:

  • Foster interactions and trust among the people affected by conflict and further support grassroots and civil society-driven confidence building initiatives with a high anticipated impact and potential for conflict prevention and peace;
  • Provide a flexible tool to address emerging needs and build the required trust by supporting ad hoc opportunities identified through various dialogue platforms;
  • Support an enabling environment for ongoing dialogue and engagement between the sides across the divide in addressing various issues of common interest.

Currently, COBERM continues to provide a neutral ground for addressing the prevailing needs of the local communities, including post-conflict isolation and low capacities, as well as for the development of new approaches to peace and confidence building.

Through its grant programme, COBERM supports initiatives of local Civil Society Organizations (CSOs) in a wide range of areas aiming to pursue sustainable peace.

Through the decade long extensive experience local civil society organizations developed an evidence-based know-how on restoring relations between the conflict divides through tangible joint initiatives, resulting in enhanced trust and confidence, and thus contributing to building peace. While, worldwide successful cases in the field of peacebuilding and conflict transformation are increasing continuously, learning from international best practices and lessons learned would be of significant value.

In this context, in order to build the capacity of COBERM partner organizations and enable them to gain new perspectives and out-of-the-box vision on building peace, COBERM seeks professional expertise in peacebuilding and conflict transformation, with the special focus on Women, Peace and Security (WPS).

Duties and Responsibilities

The trainer will work under overall supervision of the COBERM Team, and will directly report to National Project Coordinators in Tbilisi and Sukhumi.

The scope of the current assignment will be diverse and will aim to provide:

  • Back-to-back trainings on peacebuilding and conflict transformation (online or face-to-face, as per epidemiological situation related to COVID-19) with special focus on WPS, for COBERM IV partner CSOs;
  • Upon request, undertake other related tasks.

4 trainings (2 in Tbilisi and 2 in Sukhumi) to up to 80 representatives of CSOs are envisaged throughout the assignment period.

Keeping in mind the conflict sensitive context, the Trainer will provide participants with the following knowledge and skills to enable them to:

  • Understand theoretical and practical tools for conflict transformation and peacebuilding with special emphasis on WPS; Linking theory and practice;
  • Learn International best and less known practices of conflict transformation and peacebuilding within and among conflict affected communities;
  • Apply “Out of the box” thinking and creative approach towards the peacebuilding process;
  • Discuss existing barriers to peacebuilding and conflict transformation and strategies for mitigating these barriers;
  • Have an overall vision of local peacebuilding and conflict transformation process over last three decades;
  • Understand the importance of conflict sensitivity and do no harm approach in peacebuilding and conflict transformation processes;
  • Acknowledge the important role of women in peacebuilding and conflict transformation in line with the “EU Comprehensive Approach to the EU’s Implementation of the UNSCRs 1325 and 1820 on women, peace and security” and the UNDP’s Gender Equality Strategy 2018-2021;
  • Practically implement the Women, Peace and Security Agenda by promoting women’s involvement in decision-making processes aiming at preventing conflict and building and sustaining peace;
  • Analyze the different needs, experiences and capacities of women and men, boys and girls in order to identify the challenges and opportunities for gender lensed peacebuilding in the pursuit of sustainable peace;
  • Ensure that their initiatives engage, empower, protect and support women and girls in the pursuit of sustainable peace.

The trainer is also requested to:

  • provide summary and materials of training for posting on the COBERM website;
  • submit the assignment report with analysis, observations and recommendations related to the training, including a needs assessment for future trainings.

The trainings will be conducted either face-to-face or in an online mode (depending on the possibility to travel).

Language of trainings: English.

Deliverables:

  • Submit the training methodology, agenda, modules and handouts to COBERM for review and translation in local languages, as needed, prior to delivering the Peacebuilding and Conflict Transformation Training (2 weeks in advance or as agreed with the COBERM team);
  • Conduct up to 4 Peacebuilding and Conflict transformation trainings (2 back-to-back trainings with up to 40 participants in each location - Tbilisi and Sukhumi);
  • Provide support to the trainees to have creative and open-minded approach towards peacebuilding, to be incorporated within future interventions and initiatives;
  • Prepare summary of trainings and a mission report with observations and recommendations, including needs assessment for future trainings (to be submitted by email after completion of trainings).

Payment modality:

The payment of the consultancy fee will be processed in two installments upon submission of the deliverables and timesheets.

  1. Preparation of training modules and materials (home-based) - up to two days; Joint work with COBERM/CSSP teams, to finalize training methodology and materials (face-to-face or online) - up to one day (first instalment will be disbursed upon completion of the trainings in Tbilisi)
  2. 2 back-to-back trainings in Tbilisi (face-to-face or online) - up to six days; 2 back-to-back trainings in Sukhumi (face-to-face or online) – up to six days; Debriefings with COBERM Tbilisi and Sukhumi teams (face-to-face or online) - up to one day; Preparation and submission of mission report (home-based) – up to two days (second instalment will be disbursed upon completion of all trainings and submission of mission report)

Competencies

Interpersonal and communication skills:

  • Creative and openminded approach within inflexible and tough conflict contexts;
  • Strong communication skills and proven ability to support different actors and parties to engage into the peacebuilding processes (UNCT, Government, civil society, etc.);
  • Flexibility, discretion, and tact;
  • Excellent diplomatic skills and ability to work in very sensitive political environments;
  • Experience in managing a multi-cultural team, proven conflict sensitivity.

Professional skills:

  • Out-of-box mindset;
  • Good analysis and judgment;
  • Teamwork, proven time management and results-orientation;
  • Proactive in problem-solving and recommendation for conflict transformation;
  • Strong ability in understanding and managing confidential and politically sensitive issues, in a responsible way.

Technical aptitudes:

  • Strong written and oral presentation skills of proposals, briefings, reports, strategies, etc.
  • Ability to prepare clear and comprehensive written analytical reports under tight deadlines;
  • Strong computer skills.

Required Skills and Experience

Education:

  • Masters' degree in Political Science, International Relations, Peace and Conflict studies or other relevant academic fields (minimum requirement: Master's degree - 7 points; PhD - additional 3 points).

Experience:

  • Substantive international experience (at least 5 years) in the field of peacebuilding, conflict transformation, conflict management, trust and confidence building (minimum requirement: 5 years - 10 points);
  • Three years of international experience of working on WPS issues (minimum requirement: 3 years - 6 points; more than 3 years - additional 4 points);
  • Proven track record of providing trainings to representatives of civil society in the thematic areas of this consultancy (minimum requirement: 5 points);
  • Substantive knowledge of the region is a strong asset (5 points);
  • Knowledge of the EU and United Nations system, practices, and procedures, including UNDP program modalities, particularly in conflict-affected areas will be an asset.

Language Requirements:

  • Fluency in English is required; knowledge of Russian is desirable.

Evaluation:

Individual consultants will be evaluated based on a cumulative analysis (technical and financial). Technical evaluation consists of desk review and interview. Maximum total obtainable score is 100, out of which the total score for technical criteria (desk review and interview) equals to 70 and for financial criteria – to 30. Offerors not meeting any of the minimum qualification requirements will be disqualified. Those offerors who pass 70% threshold (28 points) as a result of the desk review will be invited for the interview. Those offerors who pass 70% threshold (21 points) as a result of the interview will be invited to submit financial proposals.

Financial Proposal:

The financial proposal shall specify a total lump sum. Payments are based upon delivery of the services specified in the TOR. All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP does not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. In order, to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount. Maximum 30 points will be assigned to the lowest price offer. All other price offers will be scored using the formula (inverse proportion): Financial score X = 30* the lowest price offer/suggested price offer. All envisaged travel costs must be included in the financial proposal as well. The award of the contract will be made to the individual consultant with the highest scores based on desk review, interview and financial evaluation.
