What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose

Digitalization and new technologies have an increasingly important role in today’s humanitarian activities. As humanitarian organizations become more active in and reliant on new and digital technologies, they evolve from being simple bystanders to being fully-fledged stakeholders in cyberspace, vulnerable to adverse cyber operations that could impact on their capacity to protect and assist people affected by armed conflict or other situations of violence. This shift makes it essential for humanitarian organizations to understand and properly map their resulting cyber perimeter. Humanitarian organizations can protect themselves and their activities by devising appropriate cyber strategies for the digital environment. Clearly defining the digital boundaries within which they carry out operations lays the groundwork for humanitarian organizations to develop a strategy to support and protect humanitarian action in the digital environment, channel available resources to where they are most needed, and understand the areas in which their operational dialogue and working modalities need to be adapted for cyberspace.

The ICRC's Data Protection Office is offering one paid traineeship for a period of one year in this area, starting from 3 January 2022.

As a fully integrated member of the Data Protection Office (DPO), the Associate will support the Data Protection Objectives particularly in relation to the responsible and ethical use of technology and research and development.

Accountabilities & Functional responsibilities

The Associate will be working closely with and supporting a team of lawyers and technologists, under the supervision of the Head of Data Protection Office, in relation to a number of tasks, including:

  • Drafting/Advising on/Reviewing proposed policies, guidelines and operating procedures
  • Providing technical support and input in the analysis of cyber, tech, and data protection policy implications of new technologies, particularly as deployed by humanitarian organisations
  • Running a programme of internal information sessions on relevant technologies for a lawyers audience
  • Carrying out research and drafting notes on specific technical and policy questions primarily related to cybersecurity, data protection and technology policy
  • Assisting with the coordination of an internal multi-disciplinary expert stakeholders group
  • Contributing to the preparation of meetings
  • Drafting reports or minutes of meetings
  • Any administrative tasks which may be required for the running of the ICRC Data Protection Office.

Certifications / Education required

University degree and, ideally, Master degree in one of the following areas: international relations, security studies, law, cybersecurity, computer science.

Professional Experience required

Experience in teaching technology to non-specialised audiences is an asset.

Desired profile and skills

  • Demonstrated interest in and knowledge of Cybersecurity policy, geopolitics of cybersecurity, Data Protection/Privacy enhancing technologies; Familiarity with Data Protection/Privacy laws is a strong asset
  • Solid understanding of the mandate and modus operandi of the ICRC and the Movement is an asset
  • Strongly motivated by humanitarian work and international relations
  • Able to work under pressure
