Background

The Zimbabwe Country Coordinating Mechanism (CCM) was established in response to requirements and recommendations of the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) where Global Fund (GF) processes at country level should be led by multi-stakeholder structures. As such, the CCM is the primary partner of the GF at country level and the highest decision-making authority on GF processes from grant application through to grant closure. Membership of the Zimbabwe CCM is drawn from a variety of stakeholder among them Government, Civil Society Organisations, Private sector, Faith Based Organisations, People living with and affected by the three diseases (HIV, TB and Malaria), Bilateral and Multilateral development partners.

The Zimbabwe CCM provides oversight for the Global Fund grants in Zimbabwe and the CCM is coordinated by the CCM Secretariat, which consist of a team of 3 personnel. Grant oversight is a key responsibility of the Zimbabwe CCM. Currently, the country is implementing Global Fund supported grants worth more than USD500 million; (HIV = USD481.5 million, TB = USD26.6 million and Malaria = USD53.6 million), under NFM3. In addition, the country has also been allocated resources under the GF’s Covid-19 Resource Mechanism, amounting to USD175 million. The grants are running from 1 January 2021 to 31 December 2023.

Oversight consists of a coordinated set of activities to support and ensure that grant activities are implemented as planned and that issues and bottlenecks in grant implementation are identified and resolved on time. Oversight requires strategic guidance by the CCM to the Principal Recipient (PR), as well as consistent follow-through to ensure that implementing agencies comply with oversight recommendations and requested corrective actions. The mandate of the CCM Secretariat is to support the CCM in executing its functions of coordinating proposal development and oversight of GF grants and related activities. All CCM members are required to attend, participate and contribute meaningfully in regular CCM meetings and other processes. It is therefore important for the CCM to ensure that all members from the different CCM constituencies/sectors are equipped for meaningful engagement through relevant trainings.

Project overview

In order to fully perform its oversight role over the grants, the CCM needs to be equipped with the necessary skills to perform this function effectively. Gaps in oversight skills have been noted in most CCMs. Engagement of Key Populations, People living with and/or affected by the three diseases, Civil society and Community representatives is a key principle that guides the activities of the CCM. Such engagement should continue throughout the grant life cycle to provide valuable input to strengthen the delivery of programs and achievement of targets.

Each CCM should establish a mechanism to engage with these constituencies in a way that allows their input and voices to be heard. For the Zimbabwe CCM, funding was made available from the Global Fund to facilitate constituency engagement for non-governmental sector activities, including civil society, key vulnerable population groups, and communities of people living with and affected by the three diseases, to promote and improve the quality of stakeholder participation in Global Fund processes and in the implementation of activities. To promote the participation and amplify the voices of these key CCM constituencies, it is important to capacitate these constituencies through trainings on agenda analysis and post CCM meetings outcome analysis, and this support encompasses capacitation for CCM disease sub-committee meetings. To this end the CCM seeks to engage a National Consultant to build the capacity of CCM members through training of representatives of key populations, civil society and people living with and affected by TB, HIV and Malaria for improved engagement in CCM processes and meetings.

Duties and Responsibilities

Objectives

  1. To amplify the participation and voice of representatives of key and vulnerable populations, civil society, and/or communities living with and/or affected by the three diseases in CCM meetings and related decision-making forums (e.g. CCM sub-committees), and more generally in governance and stewardship of national HIV, TB and malaria response(s).

  2. To foster and maintain the inclusion and participation of CCM Members in decision-making in national health governance when the country transitions out of Global Fund financing.

  3. To build capacity among the civil society constituencies to effectively prepare for and participate in CCM meetings.

  4. To enhance bi-directional feedback mechanisms between CCM representatives and their constituencies.

Proposed Methodology

The approach for this consultant is guided as follows;-

  • Meet with the relevant CCM members to discuss the scope of work, timelines and to gather background for the assignment and input in to the process.

  • Complete the CCM engagement e-learning module and review the guidelines on CCM positioning and oversight. This will provide the consultant with insights on the principle of engagement and its relationship with other CCM evolution principles.

  • Undertake a desk review the CCM guiding documents.

  • Hold preparatory meetings with CCM members for at least 4 Meetings (Main CCM, Sub-committee, Oversight, Technical meetings)

Expected Outputs

  1. Inception meeting report including a detailed work plan and timelines
  2. Report on stakeholder engagements
  3. Desktop reviews on the CCM governance and review of relevant bylaws, policies and documents
  4. Availability of a training programme and content/material
  5. Training/engagement report available

Deliverables

  1. Summary report, including communication gaps, recommendations to strengthen bi-directional feedback, outcomes from facilitations for each of the meetings.
  2. Costed work plan with activities to improve the quality of pre-post meeting preparations.
  3. Preparation documents and speaking notes summarizing the position(s) of representatives of key and vulnerable populations, civil society, and communities living with and/or affected by the three diseases.
  4. Quarterly reports (prior to CCM meetings) summarizing decisions made at CCM meetings and follow-up actions by representatives of key and vulnerable populations, civil society, and/or communities living with and/or affected by the three diseases.
  5. Evidence of functional and effective bi-directional accountability/feedback communication channels and tools for rapid sharing of data/information by representatives of key and vulnerable populations, civil society, and/or communities living with and affected by the three diseases to their constituencies.

  • Facilitating consultation process with their constituency to obtain input (e.g. qualitative or quantitative data) and positions on the agenda and any emerging issues requiring governance attention.
  • Helping in defining and articulating the constituency’s position for the CCM meeting, ensuring clarity, evidence-based and data-driven arguments and analysis. This should specifically highlight the differentiated needs of populations most vulnerable to and affected by HIV, TB and malaria and community representatives.
  • Outlining desired outcome of meetings and proceedings at CCM meetings, ensuring views of diverse stakeholders are taken into consideration.
  • Coordinating the development of speaking notes and other supporting materials to use during CCM meetings.
  • Facilitating and supporting analytical data-driven discussions and decisions.

Reporting and Institutional arrangements

The consultant will report to the CCM Executive Committee and the Chair of the CCM Evolution Task Force. The consultant will work in close collaboration with the CCM representatives of key and vulnerable populations, civil society, and/or communities living with and/or affected by the three diseases.

Required Skills and Experience

Education:

  • Master’s degree in Development Studies, Public Health, Social Sciences, Population studies, Public Administration or any development related field.

Experience

  • At least 3 years of experience working with key populations, people living with and/or affected by the three diseases, civil society and community groups.
  • At least 10 years professional experience, with at least 5 years of experience in the programme management at managerial level is required;
  • Ability to engage populations most vulnerable to and/or affected by HIV, TB and malaria and community representatives, encourage participation, keep people’s attention and keep the discussion moving.
  • Ability to synthesize and summarize strategic information.
  • Good analytical and documentation/report writing skills.
  • Demonstrated commitment to the role of communities in responses to HIV and AIDS, TB and malaria, and the principles of meaningful community engagement and participation.
  • Demonstrated expertise and experience of consulting with multi-stakeholder bodies in the areas of civil society organizations engagement, management, capacity development, and/or rights advocacy of populations most vulnerable to and/or affected by HIV, TB and malaria and community groups.
  • Relevant experience in providing consultancy / advisory services strengthening institutions and systems in high-pressure environments;

Optional qualifications, expertise and competencies

  • Demonstrated knowledge/experience of the Global Fund grant architecture and management process.

  • Demonstrated knowledge/experience of CCM governance related issues.

  • Strong experience of programme partnership and collaboration with national institutions is highly desirable.
  • Experience in successful provision of technical assistance in the short and medium term
  • Preference will be given to consultants who are living with and/or affected by the three diseases and/or key populations themselves

Language:

  • Fluency in English and knowledge of a local language is an added advantage.

Evaluation:

Candidates will be evaluated using a combined scoring method with the qualifications and methodology weighted at 70% and the price offer weighted at 30%. Only candidates obtaining a minimum of 49% (out of 70%) points on the technical qualifications part will be considered for the Financial Evaluation.

Criteria for evaluation of qualifications and methodology (70 points maximum):

  • Relevance of education to the consultancy 20 points);
  • At least 10 years professional experience, with at least 5 years of experience in the programme management at managerial level is required; (15 points)
