Provide an evidence-based survey on trade liberalization policies in Iraq and Palestine.
You have:
- Advanced university degree, Master, in Economics, Business and administration, international trade law or related fields.
- At least seven years of experience in trade policy, in particular in the area of WTO and trade in services.
- Knowledge of WTO accession process and negotiations is desirable.
- Experience working in the Arab region is desirable.
- Fluency in English and Arabic languages.
Result of Service The consultant will provide evidence-based survey in Arabic on policies related to services trade liberalization and the national development objectives, including SDGs, in Iraq and Palestine.

Duties and Responsibilities The DA project aims to build the capacity of selected beneficiary countries in trade policy formulation and trade negotiations to help them meet their international obligations under bilateral, regional and multilateral trade agreements.
The project products/activities have therefore been designed to help the State of Palestine and Iraq to prepare for negotiations on multilateral and regional trade agreements, including WTO membership, in the case of Iraq, and the Arab Agreement on Trade in Services, concluded under the auspices of the League of Arab States.
Under the supervision of the Project Officer, Services and Creative Economy Directorate (TSCE), International Trade and Commodities Division (DITC), the consultant will:
- Assist UNCTAD in the delivery of the project activities directly linked to outcome (ii), i.e., “Enhanced capacity of beneficiary countries to formulate and implement a WTO compliant and SDG oriented trade policy frameworks”.
- Prepare a research paper of approximately 50 pages (including tables/annexes) on policies related to services trade liberalization and the implications for national development objectives, including SDGs, in Iraq and Palestine. The paper should provide analytical and comparative approach involving some selected Arab countries, including presentation of an overview on their liberalization commitments under the WTO General Agreement on Trade in Services (GATS), and the lessons learned from their services liberalization experiences.
Qualifications/special skills Advanced university degree, Master, in Economics, Business and administration, international trade law or related fields. At least seven years of experience in trade policy, in particular in the area of WTO and trade in services is required. Knowledge of WTO accession process and negotiations is desirable. Experience working in the Arab region is desirable.
Languages Fluency in English and Arabic languages.
