Background and Justification

UNICEF supports UNICEF to deliver on its core mandate as per the constitution of the republic of south Africa, the national development plan and the Action Plan to 2030. The mandate has been tested, and stretched, since the onset of Covid-19 that has had direct impact on the delivery of inclusive, quality basic education to more than 13 million children. By August 2020, the sector has enough evidence to show that the Emergency response has to be strengthened and cover the sector needs for 2021. For the education sector, evidence shows that recovery will take longer. This given that COVID 19 has worsened the conditions that existed prior to the pandemic.

Within its mandate of supporting government national priorities, and its obligations outlined in the Core Commitments for Children (CCCs), UNICEF is seeking to bolster its capacity to effectively respond to continuing support to UNICEF to work with the core staff at UNICEF in delivering quality support to the DBE. For this reason, UNICEF intends to recruit an intern who will work 100% remotely with the Education Manager, Quality and System Strengthening alongside other relevant government and CSO counterparts.

Scope of Work

  1. PURPOSE AND OBJECTIVES:

To support the UNICEF ongoing response to COVID 19 during the emergency and recovery period thus strengthening the delivery of UNICEF support to the government of South Africa, working closely with other partners.

  1. PROVIDE DETAILS/REFERENCES TO AWP AREAS COVERED

Provide programmatic, knowledge generation, technical and capacity augmentation to the education and adolescent programme for the six months during the recovery period.

2. Scope of Work

2.1 Goal and objective

2.1.1 Goal: Under the supervision of the Education manager (Quality and System Strengthening) the intern will provide programmatic, knowledge generation, technical and capacity augmentation to the education and adolescent programme as set out in these terms of reference.

2.1.2 Objectives, Activities and Tasks:

  1. Support the coordination and liaison including all activities spelt out in Part 2.3 below.
  2. Support the programme initiation, implementation and reporting
  3. Support the development of concept notes, proposals
  4. Source data on emergency and response
  5. Provide support to online learning
  6. Support knowledge generation and management
  7. Implement specific task-based activities as detailed in Part 7.4.3 (B) of these Terms of Reference

This assignment is directly supporting the strengthening of education programmes in primary and secondary education, incorporating care and support to teaching and learning, early grade reading and literacy, education in emergencies, and, curriculum support

2.3 Activities and Tasks

2.3.1 The incumbent shall execute the assignment under the close supervision of the Education Manager, Quality and System Strengthening at UNICEF with a focus on the following in relation to the objectives spelled out in above:

  1. Support the coordination and liaison including sectoral meetings, liaison with SACO and the regional office, support regional advocacy groups on schools reopening including dissemination of reports, updates, data with local partners
  2. Support the programme initiation, implementation and reporting on contracting, tracking deliverables, supply chain all relevant work.
  3. Support the development of concept notes, proposals and coordinating evidence for these.
  4. Source data on emergency and response
  5. Provide support to online learning programmes
  6. Support knowledge generation and management including:

2.4 Work relationships

2.4.1 The contract will be managed by UNICEF and the day to day work of the intern will be supervised by the Education Manager, Quality and System Strengthening and with the colleagues in the section.

2.5 Outputs/Deliverables and payment schedule

2.5.1 The intern shall submit a monthly report in English as descried below on the dates as indicated in the table below.

2.5.2 The following outline must be followed as minimum for all monthly reports:

  1. Cover page
  2. One paragraph summary of the main areas covered in the report
  3. Sub-paragraphs that indicate all activities, inputs, progress and outputs
  4. List of all meetings, workshops or related activities attended and the intern’s input and role.
  5. An indication of any challenges and recommendations thereto
  6. An indication of the priorities for the next month.

2.5.3 The monthly report shall be submitted electronically to the Education Manager, Quality and System Strengthening

2.5.4 The intern will be paid a stipend of ZAR R12 671 per monthly upon the satisfactory completion of deliverables and the receipt of a monthly report signed by the intern’s supervisor at UNICEF.

3. DESIRED COMPETENCIES, TECHNICAL BACKGROUND AND EXPERIENCE

3.1. Broad Qualifications, Experience and Expertise

3.1.1. Minimum - undergraduate diploma or degree in education, social/development sciences, international development, humanitarian response, public health, disaster response or a related field.

3.1.2. Applicants who have graduated within the past two years are considered recent graduates.

3.1.3. Some experience of report writing and documentation.

3.1.4. Politically and culturally sensitive, awareness of gender issues, with qualities of patience, tact and diplomacy

3.1.5. Fluency in English (verbal and written). Good written and spoken skills in the language of the humanitarian operation and knowledge of another UN language an asset.

3.2. Task-based attributes

Candidate must show some ability to carry out the following:

3.7.1. Desktop research and monitoring of programme/project activities including ability to track key indicators, analyzing data and reporting on a timely basis across multiple projects / initiatives. Key attribute is multitasking in high pressure environments; tracking reporting obligations and ensuring relevant specialist updated on key expectations

3.7.2. Managing and responding to multiple partners’ demands / requests for information, feedback, proposals, establishing and effectively managing online system for incoming partner inquiries; ability to effectively manage multiple phone and email correspondences

4. ADMINISTRATIVE MATTERS

4.1 The intern will work mostly remotely and will have to deploy own resources for the execution of these terms of reference. These include own workspace, internet connection and available phone line.

5. CONDITIONS

5.1. The intern will use his/her own computer and phone

5.2 General conditions and requirements: The candidate selected will be governed by and subject to UNICEF’s General Terms and Conditions for individual contracts

6. RISKS

6.1 No significant or moderate risks are anticipated in this consultancy. However, should any arise due to factors outside the control of the Intern, mechanisms will be put in place to mitigate risks as far as possible.

7.3 Application requirements:

7.3.1 The COVER LETTER must indicate

  1. a summary to indicate that you meet the requirements as indicated in paragraph 3 (maximum 200 words);
  2. an indication of possible risk factors associated with this assignment, based on the perception and experience of the individual contractor (50 words maximum);
  3. reference(s) to similar work as applicable (at least two); and
  4. names of references that can be contacted (at least two work related references). Indicate the name of the person, telephone number, email address and short indication of the work that Intern has done for this individual (two sentences maximum per reference).

7.3.2 Prices offered shall be all inclusive and shall remain fixed for the duration of the contract.

7.3.3 This call is open to both South African and non-South Africans. Previous interaction with UNICEF is a definite advantage.

7.4 Assessment and selection

7.4.1 The selection of the Intern will be done by UNICEF in accordance with UNICEF’s procedures and within ten days after the closing of the applications.

7.4.2 This is a task based assignment requiring certain basic qualifications and experience on the one hand, and, on the other, demonstration of actual practical expertise and execution of specific tasks. The successful candidate is therefore expected to meet, and will be assessed on, the following.
