You have:

- Demonstrated capacity to engage with key stakeholders and facilitate dialogue
- Ability to work independently and to ensure high-quality deliverables
- Excellent writing skills
- Experience with working with UN agencies is desirable

Background and Justification
South Africa accounts for a third of all new HIV infections in Southern Africa, with an estimated 7.7 million people living with HIV in 2018. The prevalence among adults (15-49years) is 20.4%, with 4,8 million on antiretroviral therapy. Although the ART program has been rapidly scaled up. new HIV infections continue to rise, with women accounting for nearly 63% of all new infections due to social and economic disparities, female disempowerment, and high rates of rape in South Africa are among the causes for these numbers. Young people ages 15 to 24 years particularly young women make up the largest proportion of HIV infected people in South Africa, roughly 50%.
It would be unfair to say that the picture has been all doom and gloom for South Africa. One of its major successes has been the reduction of mother-to-child transmission (MTCT) of HIV. With better surveillance at antenatal clinics and widespread use of prophylactic HIV medications, the rates declined from highs of 17.28 percent in 2008 to 0.74 percent in 2018 resulting in the decline of new HIV infections among children aged 0-14-from 46,737 (2008) to approximately 14,000 in 2018. Not only was the impact of PMTCT realized within the program, overall South Africa Antiretroviral treatment (ART) program led to plummeting of AIDS deaths among children 0-14 years from 32,495 in 2008 to an estimated 4,000 in 2018. The percentage of children living with HIV accessing treatment quadrupled from 14.7 per cent to 58 per cent in 2018. Despite an increase in access to ART, only 32% of HIV positive young women and 38% of HIV infected children were virally suppressed.
To respond to HIV and enable implementation of policies and guidelines, one of the mandates of the South African National Department of Health is to standardize training material in order to further enable service delivery and ultimately impact on HIV outcomes as well as PMTCT and Pediatric HIV. Also, in response to the COVID pandemic, there is need to develop virtual training to ensure that all health workers are trained on new guidelines and updated to further enhance continuity of care. Hence, the National Department of Health is consolidating and developing a comprehensive training package. This is aimed at standardizing training and ensuring that the training is comprehensive and covers all aspects of HIV prevention.
UNICEF has been requested by NDOH to support the development of module nine (9) of the framework which entails reproductive tract infections, sexually transmitted infections, HIV prevention, PMTCT, HIV care support and treatment for adults and pediatric HIV.
Scope of Work
- Goal and Objective: Under the supervision of the HIV/AIDS Manager and with the technical support from NDOH develop a training curriculum for module nine (9) of the comprehensive framework training package.
2) Provide details/reference to AWP areas covered: This work will contribute to achievement of Output 1.3: Support the dissemination of the new PMTCT guideline
Activities Tasks:
- Review the draft framework including its structure
- Develop a virtual training for PMTCT
- Develop a draft module that entails reproductive tract infections, sexually transmitted infections, HIV prevention and PMTCT, HIV care and support including pediatric HIV
- Share the draft with UNICEF and NDOH
- Incorporate the comments and finalize the training curriculum

Payment Schedule
Payment to the consultant will only be done upon satisfactory completion of each deliverable as per the outlined deliverables.

Administrative issues
The consultant will primarily be operating from his/her own office, using her/his own office resources and materials in the execution of this assignment. An inception meeting will be held with the consultant, UNICEF and NDOH to outline what is expected. A meeting will be held every two weeks with the HIV/AIDS manager and or NDOH to update on progress and if necessary, adjust the timelines and work plan accordingly. The consultant will also meet with members of the MCH task team that UNICEF SA is working with.
Condition
- As per UNICEF DFAM policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a minimum of 30 per cent of the total contract value in cases where advance purchases, for example of supplies or travel, may be necessary
- The candidate selected will be governed by, and subject to, UNICEF’s General Terms and Conditions for individual contracts.
Risk
- Delays in approving the training curriculum and materials.
- Lack of participants to pilot the training material.
