Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality are translated into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts while building effective partnerships with civil society and other relevant actors.

The context of the UN Reform coupled with the need to accelerate implementation of the Sustainable Development Goals (SDGs) has added complexity to UN Women’s institutional expectations in terms of ensuring gender accountability in a New Generation UNCT in addition to the substantial increase in her budget, this has come with needs to engage stakeholders in more effective and systematic ways. The effort to review the Public Finance Management Act 2015 builds on the Country’s efforts for strengthening gender mainstreaming through GRB.

The Government of Uganda strengthened its commitment to realize equal opportunities in Planning and Budgeting by introducing the Public Finance Management Act (PFMA), 2015. The law provides for the fiscal and macroeconomic management of the country. Gender and equity budgeting which the government adopted in 2003 was legitimized by this law. The Public Finance Management Act 2015 mandates all Sectors, MDAs and Local Governments to plan and budget in a gender and equity responsive manner in order to qualify for the issuance of a certificate of compliance. The Certificate is issued by the Minister of Finance Planning and Economic Development in consultation with the Equal Opportunities Commission.

Duties and Responsibilities

  1. Establish the extent to which budget allocations and expenditures across different MDA/sectors contributed to gender equality objectives in line with international and regional frameworks.
  2. Establish the extent to which GRB as a strategy and its tools were applied in MDAs in institutionalizing Gender and Equity for sustainable development.
  3. To examine the contributing and constraining factors in the implementation of the provisions of Gender and Equity Budgeting under the Public Finance Management Act 2015.
  4. Identify opportunities for UN Women to strengthen coordination, partnerships and collaborate with other UN agencies and the Private sector in the context of the Public Finance Management Act 2015 implementation.

Required Skills and Experience

Education

At least Master’s degree in Gender and Macroeconomics, Gender and human rights and Gender Audit, Public Administration or similar field

Experience

A minimum of ten (10) years of progressively responsible and relevant experience in research, analysis and data collection particularly in Macro-economic policy, Gender Audits, human rights and/or social inclusion.

A good understanding of International GEWE normative frameworks and government laws and policies is a requirement. Previous professional experience in engaging Government structures and institutions particularly on gender analysis and mainstreaming, will be an advantage.

Language Requirements

  • Fluency in written and spoken English is essential
  • Working knowledge of another official UN language is an asset;
  • Knowledge of Uganda and the Great Lakes region is an asset
