THEMATIC MANAGER GENDER-BASED VIOLENCE

Gender-based violence (GBV) and Sexual Exploitation and abuse (SEA) against women, men, girls, and boys is a human rights violation, and preventing and responding to GBV and SEA is at the core of NORCAPs protection work. We are now looking for an experienced GBV/SEA Thematic Manager, located in Oslo, to support our global efforts. The successful candidate has solid experience and understanding of GBV and PSEA, and extensive field experience in delivering high quality GBV/PSEA programmes and advice across sectors. Experience in how to coordinate and lead interagency work with different partners is a requirement.

The GBV/PSEA Thematic Manager in NORCAP is a senior technical expert that confidently leads the strategic direction and programme design related to GBV and PSEA across the organisation. S/He will be responsible for developing and delivering results within GBV/PSEA as a thematic area, in accordance with the NORCAP strategy to ensure that NORCAP is a relevant and leading actor within GBV/PSEA. The Thematic Manager will safeguard technical content and strategic direction, which will involve a combination of quality assurance; technical and strategic thought leadership; technical support to project partners, projects teams and management. The Thematic Manager will further develop NORCAPs approach to GBV and PSEA, continue develop ongoing projects but also new initiatives.

The Thematic Manager will work within the team structure in the department and be part of the GBV/PSEA Team in the Protection, Peace and Democracy Section. The Thematic Manager will have no line-management responsibilities.

Responsibilities

  • Provide strategic and technical GBV/PSEA advice to NORCAPs humanitarian programmes and responses
  • Responsible for developing new initiatives and projects within thematic area of responsibility, and new and innovative approaches
  • Point of contact for NORCAP partners, experts on mission within thematic portfolio (technical line manager)
  • Responsible for fundraising to deliver on the thematic programme strategy including donor engagement and development of donor proposals
  • Oversee the quality of design, monitoring, and evaluation of NORCAP proposals from a thematic perspective.
  • Responsible for developing communities of practice Maintain and advance new strategic partnerships
  • Represent NORCAP strategy and priorities in global facing workstreams, including in relevant technical working groups and global coordination platforms
  • Responsible for analysing sectoral developments to inform future opportunities for programming Responsible for input to NORCAP and NRC advocacy messages and information material

Requirements

Generic professional competencies:

  • Minimum of 5 years of relevant experience within the humanitarian, development, or peacebuilding sectors
  • Master’s degree or equivalent (including proven work experience and skills).
  • Documented results within developing and leading programs in GBV and PSEA at field level is a requirement
  • Experience from strategy work, fundraising, project management and advocacy on GBV/PSEA.
  • Demonstrated professional experience in maintaining and developing partner and donor relations
  • Demonstrated experience with initiating, planning, and executing projects in the relevant sector
  • Strong interpersonal and communication skills
  • Fluency and proficient writing skills in English.

Context related skills, knowledge and experience:

  • Experience from working at strategic level and from leading teams and processes.
  • Experience with start-up of new projects and project proposals to donors.
  • Proven experience in financial and narrative reporting to donors.
  • Experience of working in complex and volatile contexts desirable
  • Experience of working with people in complex environments
