Background

Background

The Ministry of Health and Child Care is working towards validation of Elimination of mother to child transmission (EMTCT) of HIV and Syphilis. Adolescents, girls and young women constitute a significant proportion of HIV burden in the country. Empowering adolescents, girls and young women is one of the key themes in the path to elimination under human rights, gender equality and community engagement.

In light of the above the Ministry of Health and Child Care developed the 32 page A4 PMTCT community information package in English. To reach to every adolescent girl and young women with the developed PMTCT community information package there is need to translate it into 2 main local languages- Shona and Ndebele. Hence there is need to engage a local expert to do the translation into two vernacular languages -Shona and Ndebele.

Stakeholders

Ministry of Health and Child Care-

  • Provide overall leadership and direction.
  • Provide the English version of the PMTCT community information package.

UNDP

  • An Agreement will be signed between the UNDP and the consultants
  • Facilitate payment for the job

Consultant

  • Facilitate stakeholder consensus on the translated PMTCT Community information package
  • Collaborate with relevant stakeholders
  • Meet with technical working group to incorporate feedback from MoHCC and stakeholders
  • Work with MoHCC to create the complete PMTCT community information package

Duties and Responsibilities

Scope of Work

  • Translation of 32 Page A4 English PMTCT community information package into Shona and Ndebele
  • Work in collaboration with MoHCC to come up with a translated Shona and Ndebele PMTCT Community Information Package
  • Meet with EMTCT technical working group to finalise the translation
  • Provide print ready Shona and Ndebele PMTCT community information package

UNDP

  • Institutional ArrangementConsultative work will be done locally in Zimbabwe and include meetings with stakeholders. Physical meetings will be called for where necessary and under observation of COVID infection prevention and control measures if the situation permits. Virtual meetings will be conducted depending on the COVID situation.The consultant will report to the MoHCC National PMTCT and Paediatric HIV Care and Treatment Coordinator
  • The consultant will report twice a week on the progress made through email or virtual meeting with MOHCC- PMTCT programme
  • Validation of translation to be done using 4 Health Promotion Officers in Matabeleland and Mashonaland region .

Duration of the Work

  • The translation of the PMTCT community information package is expected to be done for a total of 15 days

  • Estimated lead time is 3 weeks

Duty Station

The consultant is expected to work offsite and only coming for physical meeting when necessary

Scope of Price Proposal and Schedule of Payments

  • The contract price is fixed regardless of changes in the cost components;

Recommended Presentation of Offer

For purposes of generating Offers whose contents are uniformly presented and to facilitate their comparative analysis, it is best to recommend the preferred contents and presentation of the Offer to be submitted, as well as the format/sequencing of their presentation. The following documents may be requested:

  1. Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;
  2. Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
  3. Brief description of why the individual considers him/herself as the most suitable for the assignment, and a methodology, if applicable, on how they will approach and complete the assignment. A methodology is recommended for intellectual services, but may be omitted for support services [Note: this is optional for support services];
  4. Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided. If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

Criteria for Selection of the Best Offer

  1. Candidates will be evaluated using a combined scoring method with the qualifications and methodology weighted at 70% and the price offer weighted at 30%. Only candidates obtaining a minimum of 49% (out of 70%) points on the technical qualifications part will be considered for the Financial Evaluation.

Criteria for evaluation of qualifications and methodology (70 points maximum):

  1. Relevance of education to the consultancy (10 points);
  2. Demonstrable experience in facilitating English translation to Shona and Ndebele (30 points)
  3. Sound understanding of prevailing trends of issues in HIV/TB and STIs (10 points)
  4. Experience in communication, documentation and in developing Manuals, or Advocacy Plans (10 points)
  5. Criteria for financial evaluation (30 points maximum)

Required Skills and Experience

  • Social Science degree preferably Linguistic or African Languages and Culture
  • Master’s Degree will be an added advantage
  • Must understand the Zimbabwean context with community health experience
