STANDARD MINIMUM QUALIFICATIONS

EDUCATION: Bachelor's Degree in Telecommunications o or relevant. Having recognized certificates in Radio Communications, Information Technology, Telecommunication or other related electronic communication field are desired.

EXPERIENCE: A minimum of 5 years experience with telecommunications installations and equipment demonstrating hands-on expertise with HF/VHF radio, PABX, VSAT, wireless, satellite, WAN and LAN technologies in a globally distributed telecommunications operation. Exposure to Windows server operating system, AD, Microsoft Office 365, LAN, WAN, WLAN technologies. Experience of working in an International NGO/organization will be an added advantage.

LANGUAGE: Fluency in both oral and written communication in English and Bangla. Proficiency in local dialect is desirable.

ORGANIZATIONAL CONTEXT

In October 2021, UNHCR (on behalf of the UN) signed a Memorandum of Understanding with the Ministry of Disaster Management and Relief (MoDMR) to set the policy framework based on humanitarian and protection principles and the Government’s priorities and policies. The MoU will guide the UN’s humanitarian response on the island. UN engagement on Bhasan Char is to support and complement the work of the Government. WFP began technical assessments in November 2021 and has begun launching operations in early 2022. WFP’s operations will involve General Food Assistance, Nutrition, Livelihoods, School Feeding, and Common Logistics and ICT Services.

During 2022, while administrative procedures for designating duty stations, establishing appropriate accommodation on the island, etc. are ongoing, all staff dedicated for the Bhasan Char response will be based in Chittagong on their contracts. However, there is a clear expectation that most of the staff member’s time will be spent on Bhasan Char, as required. Presence in Bhasan Char will be considered mission time and eligible for Daily Subsistence Allowance (DSA) as approved by WFP. Travel to and from the island (approximately 3 hours via Navy vessel), on the island, and accommodation on the island will be provided by WFP. There are no options for private accommodation rentals in Bhasan Char.

JOB PURPOSE

To coordinate and guide Information Technology maintenance and support activities to enable the effective delivery of IT services.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Carry out system and hardware maintenance tasks, such as running specialised network monitoring and system protection, to ensure technology is running effectively. 2. Oversee, install, and maintain effective HF/VHF, satellite, IP/PBX telephone, voice, and data communications infrastructure in support of connectivity to WFP operational locations 3. Receive, test, and install systems and telecommunications hardware. 4. Provide accurate and timely radio, telephone, satellite communications data for updating WFP Cox’s Bazar office and regional information databases. 5. Prepare and maintain a comprehensive inventory of all IT and Telecommunications equipment, I/O devices and software existent in Cox’s Bazar WFP offices and premises. 6. Perform maintenance and minor repairs on hardware equipment. 7. Install security telecommunications infrastructure as defined in the Telecommunications Security Standards {TESS+} in support of staff security 8. Monitor technology reliability, identify user needs, analyse data and statistics, and produce accurate reports in order to recommend IT and Telecommunication solutions to support informative decision-making and implement cost saving measures. 9. Resolve queries independently, escalating if required, to ensure that standard IT and Telecommunication questions are answered, and accurate information is provided to staff. 10. Provide standard technical training to end users of commonly used technology and telecommunication systems, to assist WFP staff in conducting their work including all hardware, software, files management/maintenance, LAN/WAN and Telecommunication systems also providing guidance and training to junior colleagues in the delivery of IT and Telecommunication support services to support the capability building of staff. 11. Manage and maintain the HF/VHF callsign and HF sel-call system in coordination with ETS/UNDSS. 12. Draft standard material such as end-user and technical documentation to ensure staff have access to required information about IT and Telecommunication services and products. 13. Implement improvements to methods and processes within the IT division to support the continuous improvement of IT and Telecommunication services provided. 14. Coordinate installation and maintenance of telecommunications systems and equipment, to ensure optimal services in compliance with standard operations procedures. 15. Coordinate a team of IT staff to ensure individual and team objectives are met in compliance with all relevant regulations and policies. 16. Follow set emergency response processes and procedures as required to provide support in enabling emergency food assistance needs to be met.
