Org. Setting and Reporting This position is located in the Regional Service Management Service (RSMS) within the Operations Support Division, Office of Information and Communications Technology. The Telecommunications Engineer reports to the Chief of Section.

The Regional Service Management Service oversees all information and communications technology (ICT) operations and service management in the United Nations Headquarters (UNHQ) in New York, including fixed and wireless networks, remote access, service desk, business relationship management and broadcast and conferencing services. The Service oversees the global Unite Service Desk operations providing a single-entry point for supporting enterprise applications; manages client relationships through the Business Relationship Management Services and the Regional Framework for Offices Away from Headquarters (OAHs), Economic Commissions and all Field Operations. Facilitates technology solutions for field operations based on operational requirements, including Force Protection and Intelligence Surveillance and Reconnaissance solutions and participates in various working groups in support of Military and Police operations.

Responsibilities Within delegated authority, the Telecommunications Engineer will be responsible for the following duties:

  • Designs, installs tests and commissions various telecommunications systems such as local area networks, metro-area network, or country-wide or regional networks.
  • Drafts specifications and standards for telecommunications equipment such as hubs, routers, switching systems, etc.
  • Provides support for the development of technical specifications for procurement of equipment; evaluates vendor proposals, performs tests and recommends selection of telecommunications equipment.
  • Establishes performance standards for telecommunications equipment and services and recommends corrective measures to improve service quality and operational performance.
  • Provides planning support for rapid set-up and operation of communications infrastructure from “scratch” at local and wide area levels, including visiting regional sites for technical reconnaissance missions.
  • Provides engineering services related to planning, implementation and maintenance of local and wide area telecommunications networks.
  • Provides emergency communications capabilities in support of staff security, including providing a focal point for inter-agency emergency field security communications liaison.
  • Collaborates with HR in the preparation of training modules and other training activities in all aspects of communications technology usage.
  • Prepares and makes presentations on telecommunications networks and equipment to staff and other UN agencies.
  • Identifies appropriate standards to procure communications equipment at the least cost and in the most expeditious manner.
  • Ensures effective coordination with other UN agencies in order to maximize possibilities of inter-agency collaboration in the field of telecommunications.
  • Supervises staff/technicians as required.
  • Performs other related duties as required.

  • TECHNOLOGICAL AWARENESS: Keeps abreast of available technology; understands applicability and limitation of technology to the work of the office; actively seeks to apply technology to appropriate tasks; shows willingness to learn new technology.

    Education Advanced university degree (Master’s degree or equivalent degree) in electronic, technical or communications engineering, technical science, computer technology or related field. A first-level university degree in combination with two additional years qualifying experience may be accepted in lieu of the advanced university degree.

    Job - Specific Qualification - Prince 2 practitioner certification is desirable.

    Work Experience - A minimum of five years of progressively responsible experience in electronic data transmission, network design, communications, information systems or related area is required.

    • Experience in preparation of cost estimates/budgets, reporting on budget/programme performance, and contracting vendor services related to ICT is desirable.

    • Experience in information and communications technology service management is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

    Special Notice - This position is temporarily available through 30 September 2023. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

  • This position is vacant due to the temporary assignment/secondment of the regular incumbent to another office/organization. The selection and extension of appointment of the selected candidate will be contingent on the return of the incumbent who maintains a lien against this post. If the selected candidate is an internal staff member of the UN Secretariat, the selection will be recorded as a temporary assignment.

  • Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.

  • This temporary job opening may be limited to "internal candidates," who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.

  • The expression "Internal candidates", shall mean staff members who have been recruited after a competitive examination under staff rule 4.16 or after the advice of a central review body under staff rule 4.15.

In accordance with ST/AI/1999/17 section 2.3, an SPA may only be granted to one level higher than the personal level of the staff member assigned to higher-level functions in his or her own category, whether the higher-level functions are one or several levels higher than the personal level of the staff member. Staff in the General Service and related categories temporarily placed against a post at the Professional level may receive an SPA to the P-1 or P-2 level.   • While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.
