Org. Setting and Reporting This position is located in Kinshasa, in Field Technology Section (FTS) of the United Nations Organization Stabilization Mission in Democratic Republic of Congo (MONUSCO). The Telecommunications Assistant reports to the Chief ICT Operations Management.

Responsibilities Within delegated authority, the Telecommunications Assistant will perform following duties:

TECHNICAL ROLES - Assists in the operation and maintenance of satellite earth-station equipment, monitors satellite link performance and performs fault diagnosis and repair. - Monitors transmission performance of all local and remote network nodes - Provides engineering services related to planning, implementation and maintenance of local and wide area telecommunications networks. - Coordinates with ISPs and technical support staff for service restoration during facility failures. - Maintains Network Control Center/Network Operations Center records and Wide Area Network documentation. - Assist in the installation, maintenance, and monitoring of alternate energy systems such as UPSs and Solar Panels. - Install, maintain and monitors radio communications systems such as HF, UHF, VHF, Tetra Trunking radio systems as well as Microwave installations - Establishes performance standards for telecommunications equipment and services and recommends corrective measures to improve service quality and operational performance. - Performs other related duties as required.

COMMUNICATIONS CENTRE SUPPORT: - Supervises the operation of the Communications Centre on 24/7/365 basis; Oversees and provides work direction to junior staff within the unit; - Develops, revises, and updates the Standard Operating Procedures (SOPs) for the Communications Centre including the distribution lists. - Oversees the accurate processing of all incoming and outgoing Code Cables and facsimiles in a timely and efficient manner. - Coordinates the installation, commissioning, and maintenance of the encrypted voice and facsimile devices within the unit. - Observes and monitors the reliability of the communications equipment facilities; identifies any system malfunctions that might affect the efficiency and effectiveness of communications centre and escalates to appropriate technical staff. - Oversees the maintenance of a proper filing system of all outgoing and incoming daily correspondences; Respects and observes the confidentiality of any or all of the documents that flow through the Communications Centre.

OPERATIONS SUPPORT: - Provides assistance to Section/Unit Chief related to the administration of the section/unit's human resource activities, e.g., placement, relocation, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures. - Assists with the coordination of ICT services for the Mission's senior management and administration offices. - Assists in the preparation of budget performance submissions; prepares various standard financial reports and statistical tables; Provides details and input on the preliminary reviews of relevant expenditures and compares same with approved budget. - Assists with the review of requisitions for goods and services to ensure (a) correct objects of expenditure have been charged and (b) availability of funds. - Assists with the coordination of other administrative duties, such as: the administration of the section/unit's travel programme; monitoring accounts and payment to vendors and individual contractors for services; physical space planning; and coordinating administrative arrangements for seminars, conferences and meetings. - Provides guidance, training and supervision to junior staff in the area of administration within the section/unit.

OTHER DUTIES AND RESPONSIBILITIES: - Establishes work priorities within the team and the provide expert advice to the Chief ICT Operations Management on the planning and direction of the deployment and operation and maintenance of the telecommunications infrastructure - Ensures that all required spare parts and supplies are in place. - Coordinates the scheduled and preventative and corrective maintenance on ICT equipment. - Coordinates with the asset management unit for proper inventory records. - Organizes the R&I of new equipment. - Assists in formulating training curriculum and of in-house training programs for staff and others within the unit.

Education High school diploma or equivalent.

Job - Specific Qualification COBIT, ITIL and Prince 2 certification are desirable

A technical or vocational certificate in Microwave and Rigging are desirable.

Certification/diploma of other supplemental academic qualifications or training in Telecommunications are required.

Work Experience A minimum of eight (8) years of experience in providing ICT operational support services related to assets, communications center, and ICT operations support is required.

Experience in the installation of integrated satellite networks, microwave links, GPS, HF vehicle monitoring systems as well as rigging and mounting telecommunications towers is desirable.

Experience in the United Nations Common System (UN peacekeeping political missions, or UN agencies, Funds, and Programmes) or a comparable international organization or non-governmental organization in a conflict or post-conflict environment is desirable.

At least four (4) years of experience at the international level is required.

Languages English and French are the working languages of the United Nations Secretariat. Fluency in English (both oral and written) is required; knowledge of French is desirable.
