Result of Service 1.The biophysical and economic modelling for the UPA and ABC+ is supported and steered, leading to more credible results that are more likely to lead to policy uptake.

2. Consultations with State and municipal-level stakeholders lead to the application of the UPA guidelines and ultimately changes in the incentives and regulatory framework pertaining to UPA.

3. Links with the UNEP Brazil Office are fostered leading to the mainstreaming and dissemination of UNEP-TEEB outcomes via Regional Office channels, as well as the opportunities for synergies to be developed with other UNEP projects in the country and region.

Duties and Responsibilities Organizational Setting: The United Nations Environment Programme is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP Ecosystems Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. Ecosystems, biodiversity, and natural resources are the basis of agriculture. The agricultural sector provides important benefits such as food for humans and animals, fiber for industrial and artisanal production, materials for fuel, employment and cultural cohesion. However, it is the main driver of the degradation of ecosystems, the loss of biodiversity, health externalities and greenhouse gas emissions, among others. Many of these impacts, both positive and negative, are economically invisible and do not figure in public and private decision- making. The UNEP Economics of Nature Unit (TEN within the Ecosystems Division hosts the TEEBAgriFood initiative which aims to is designed to demonstrate that the economic environment in which agricultural producers operate is subject to negative and positive externalities that cause a lack of understanding of their dependence on well-functioning ecosystems. The initiative seeks to demonstrate that the entire agricultural value chain (production, processing, distribution, consumption and waste) not only has an impact on the environment but also on socio-economic well-being, particularly of small producers, on public health and food security. The TEEBAgriFood Program in Brazil is funded under an EU-funded project that ends in December 2023. There are two components: (i) at federal level, the policy implementation focusses on providing economic evidence to inform the selection of alternative intervention options in the government’s Plan ABC+ on low-carbon agriculture technologies which also contribute to nature outcomes; (ii) work on Urban and Peri-urban agriculture (UPA) which aims to assist Municipalities in understanding the benefits of UPA and then how to develop and implement policy change for adoption. This position is in the Biodiversity and Land Branch of the Ecosystem Division and is homebased in Brazil. The incumbent will report to the Head of The Economics of Nature Unit.

For the ABC+ workstream, the consultant will be responsible for: 1. Providing technical and methodological guidance for research partner to develop the multi-capital and ecosystem services assessments on ABC+ technologies and forest restoration 2. Reviewing the English and Portuguese versions of the ABC+ reports, policy briefs, press releases and articles. 3. Contributing to the policy dialogues related to ABC+ with relevant stakeholders in the states of the Deforestation Arch and at federal level For the UPA workstream, the consultant will be responsible for: 1. Coordinating the implementation based on the agreement established with the national research partners. 2. Reviewing technically the English and Portuguese versions of UPA reports, policy briefs and the online platform. 3. Providing technical and methodological guidance for the research partner to develop the multi-capital and urban ecosystem services assessments on UPA municipal agendas. 4. Coordinating the organization of steering and technical committee meetings to ensure relevance of the evidence generated to support decision making 5. Coordinating and contributing to the policy dialogues related to UPA with relevant stakeholders, articulating the municipalities with state, and federal level 6. Drafting the report and coordinating the inputs to the report on the adaptation of the TEEBAgriFood framework to urban context evaluation and its policy applications. 7. Providing input and coordinating the development of the online platform 8. Developing jointly with research and policy partners the scope for pilot-applications of the UPA Guide. 9. Drafting and coordinating the inputs of the communication materials on UPA that will be used for internal and external communications. Beyond the specific workstreams (i) and (ii), the consultant will be responsible for: 1. Conceptualizing and organizing thematic sessions on ABC+ and UPA during TEEBAgriFood Symposia. 2. Reviewing other EUPI funded TEEBAgriFood country implementation project reports focusing on ecosystem service valuation and social capital. 3. Promoting exchanges between research partners across TEEBAgriFood national applications. 4. Presenting ABC+ and UPA work streams in public events 5. Participate in and provide inputs to the UNEP Brazil country office

Qualifications/special skills Academic Qualifications: Advanced university degree (Masters or above) in Environmental Science, Social Science, Agricultural science or Public Administration, Economics or Environmental Economics, or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree A minimum of five (5) years of professional working experience in programme and project implementation in the field of food systems is required Experience of stakeholder engagement at federal, state and/or municipal level is desirable.

Languages Language: English and French are the working languages of the United Nations Secretariat. For this position fluency in oral and written English is required. Knowledge of Portuguese is desirable.
