Who we are looking for: we are seeking to identify an experienced Technology Sourcing Manager.

What we offer: an International Consultancy Contract of up to 11 months from start date will be offered to the selected candidate.

Workplace: the incumbent is expected to work from remote with working hours: GMT+1.

ORGANIZATIONAL CONTEXT

The Technology Division (TEC) is the digital business engine of the World Food Programme, providing the business with multi-pronged and resilient technical capabilities able to respond with the immediate agility required in conflict zones on the one hand and with the longer-term stability to cope natural disasters on the other. Technology and connectivity are rapidly reaching some of the most vulnerable people and places affected by crisis, but they are also increasingly expanding to the services responding to those same crises. As one of the main humanitarian actors, WFP has the opportunity and the obligation to leverage data and technology to better know and serve those in need by digitally transforming the way it works.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT

The Technology Sourcing Manager, directly reporting to the Chief, Resource Management (TECR), will be responsible to partner across the Division to define the requirements for TEC sourcing needs and establish sourcing and negotiation strategies for the various spend categories. The incumbent will also manage complex negotiations for strategic high value contracts.

ACCOUNTABILITIES/RESPONSIBILITIES:

  • Take the lead in the TEC sourcing strategy within the WFP Digital Transformation context;
  • Lead sourcing projects, including all key steps such as strategy development, supplier negotiation, award recommendations, business case presentations and supplier contract execution, and or support other team members in delivery of procurement projects;
  • Analyze cost reduction opportunities, and sources for TEC spend categories;
  • Act as the lead negotiator for key Client engagements and develop negotiation strategies;
  • Lead critical negotiations for headquarters for large and/or complex client contracts;
  • Understand market environments and emerging trends relating to collaborative procurement and contract development;
  • Use COGS (Cost of goods sold)/TCO (Total Cost of Ownership) analysis to bench IT Services and derive Architectural or Sourcing Decisions;
  • Perform continuous benchmarking as part of strategic planning;
  • Establish and cultivate key client stakeholder relationships across organizations, building trust and support for each sourcing projects;
  • Delivers reports on performance and targets achievements;
  • Any other duties as needed.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education

Advanced University Degree in Economics, Information Technology, Mathematics, Statistics, Business or another related field or First University degree with additional years of related work experience or trainings/courses.

Experience

Minimum 8 years of relevant professional contract negotiation and sourcing experience with a strong knowledge of technological products/services;

Technical Experience, Skills & Knowledge

  • Strong business acumen, influencing, interpersonal, negotiation and leadership skills;
  • Good strategic thinking, analytical, problem-solving and project management skill;
  • Ability to process varied data and work process information and then develop workable strategies to leverage this data into procurement initiatives that benefit affected business units;
  • Strong understanding of contracting principles and contract structure
  • Excellent negotiation and influencing skills;
  • Strong customer orientation;
  • Ability to operate in distributed / decentralized teams;
  • Ability to perform under pressure, to multi-task, to navigate through multiple priorities and conflicting requests;
  • Ability to work independently in a fast-paced and rapidly changing environment;
  • Highly developed written and oral communication skills with the ability to adapt communication styles to different situations and individuals;
  • Ability to manage and engage Stakeholders at any levels;
  • Positive and resilient, passionate about change and driven to exceeding client’s expectations through exceptional delivery.

Language:

Fluency in oral and written English with an intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages) is desirable.
