How can you make a difference?

The Consultant is accountable to provide technology support to programmes, where systems developed in-house or via 3rd party ensuring timely and efficient delivery of services to beneficiaries based on Programme needs under the supervision of the ICT Consultant.

Work assignment expected results:

Tasks/Milestone:Deliverables/Outputs:Timeline CLM - Education Development of the Teacher Profiling and Observation form general questionnaire. Teacher profiling developed, tested, and delivered.1 monthNon-formal education/Retention Support (daily/weekly) to ensure the CLM meets the requirements of programmes and to identify problems and provide solutions.Support provided to Non-Formal Education and Student retention activities1 monthIntegrating CLM with Cash MIS (Social Policy), and development and maintenance of the CLM API for this purpose.API developed and linked with MIS system.

1 weekLinking with RIMS.All the required development are completed, and linkage tested and delivered.2 weeks Integration with Learning passport and Akelius. Learning Passport and Akelius are integrated with CLM, with testing and delivery of information.

2 weeks Upgrade system code from 2.7 to 3.8, as it is no longer supported by the Python community. Education: A university degree in Computer Science or any other related field.

Experience: A minimum of ten years of professional experience in in developing, installing, operating, and maintaining software systems.

Language Requirements: Fluency in English is required. Knowledge of another official UN language or local language of the duty station is considered as an asset.

Knowledge/Expertise/Skills required****: Software development experience using Python, PHP, .NET, and JavaScript programming languages. Experience with the Django framework, PostgreSQL databases, and SQL.

  • Efficient in handling information and resources within an organization to promote knowledge retention and sharing information.
  • Innovative uses of technology for development, particularly in the areas of data access, mobiles, and open source.
  • Experience in project management and rolling out of large-scale projects, especially in hard-to-reach areas in developing countries is highly desirable.
  • Strong Experience with HTML, CSS, and templating.
  • Strong Experience with revision control systems such as GitHub
  • Strong knowledge of Business Intelligence tools and analysis databases (OLAP).

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
