Technical waste inventory expert

Result of Service The consultant’s responsibilities will be to provide technical guidance and substantive support to Saint Vincent and the Grenadines’ Ministry of Tourism, Civil Aviation, Sustainable Development and Culture; Burkina Faso’s MEEVCC; Equatorial Guinea’s Ministerio Pesca y Medio Ambiente; and Sudan’s HCENR to undertake activities of the respective compliance action plan of a technical nature.

Expected duration Duration of 133 days in duration and during two timeframes as follows: - From 1 January 2022 to 31 May 2022 for 100 days; - From 1 January 2023 to 22 February 2023 for 33 days.

Duties and Responsibilities A consultant shall be retained to provide assistance to Saint Vincent and the Grenadines' Ministry of Tourism, Civil Aviation, Sustainable Development and Culture; Burkina Faso’s Ministère de l'Environnement, de l’Économie Verte et du Changement Climatique (MEEVCC); Equatorial Guinea’s Ministerio Pesca y Medio Ambiente; and Sudan’s Higher Council for Environment and Natural Resource (HCENR) in undertaking the activities listed in the small-scale funding agreements (”agreements”) signed respectively by Saint Vincent and the Grenadines, Burkina Faso, Equatorial Guinea and Sudan with UNEP/Secretariat of the Basel, Rotterdam and Stockholm Conventions. These agreements aim at assisting the four countries in the implementation of their compliance action plan, as approved by the Implementation and Compliance Committee in decisions CC-14/7, CC-14/5, CC-14/6 and CC-14/8, to resolve their implementation and compliance difficulties with their national reporting obligation under paragraph 3 of Article 13 of the Basel Convention.

The consultant, who shall report to the Basel Convention's Implementation and Compliance Committee through the Secretariat of the Basel Convention, shall provide guidance and substantive support to the countries, in particular:

i) Provide substantive inputs to the various iterations of the assessments of the country’s legal and institutional frameworks, including possible gaps to fully implement the Basel Convention in order to enable compliance with the reporting obligations (activity A.2 of the agreements). The assessment report (Word format) should be maximum 10 (ten) pages, excluding annexes;

ii) Provide substantive inputs to the various iterations of the assessments of the steps already taken to develop an inventory of hazardous and other wastes and of their outcome (e.g. system to collect data, maintenance of database, partial inventory) and preliminary assessments of gaps towards the development of a sustainable inventory for the purpose of national reporting (activity A.3 of the agreements). The assessment report (Word format) should be maximum 10 (ten) pages, excluding annexes;

iii) Provide methodological, strategic and technical inputs to the programmes, presentations and other supporting materials of the one-day inception meeting for stakeholders to inform them of the activities to be undertaken under the Plan and the expected outcomes, and provide support to the establishment of technical teams that will take part in the activities of the Plan (activity A.4 and A.5 of the agreements);

iv) Provide substantive inputs to the various iterations of the draft methodology documents for the development of the national inventory of hazardous and other wastes in the countries, including: - The first draft to be submitted to the stakeholders for their consideration during the two-day awareness-raising and training workshop; - The second draft to incorporate the feedback received during the awareness-raising and training workshop; - The third draft to incorporate the lessons learned of the inventory for submission to the stakeholders for their consideration during the national evaluation meeting (activity C of the agreements);

v) Provide methodological, strategic and technical inputs to the programmes, presentations and other supporting materials of the two-day awareness-raising and training workshops to undertake consultations on the draft inventory methodology developed and participate in the workshop. The participation in the workshops will be covered under an amendment to the present TOR once the dates of the workshops are confirmed (activity D.1 of the agreements);

vi) Provide methodological, strategic and technical inputs to the national inventories of hazardous and other wastes and to the preparation of the various drafts of the national inventory reports and the database setting out the findings of the inventory (activity D.2 of the agreements);

vii) Provide methodological, strategic and technical inputs to the programmes, presentations and other supporting materials of the one-day evaluation meetings for stakeholders, and provide inputs to the finalization of the methodology for the inventory incorporating the feedback from the evaluation meetings (activity F of the agreements).

The consultant shall undertake these activities in accordance with the time frames indicated in the agreements and as may be further indicated by the Secretariat.

Qualifications/special skills Academic Qualifications: Must have an advanced university degree (Master’s degree or equivalent degree) in physical or environmental sciences, biology, chemistry, public policy, law or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Experience: - At least seven years of work experience in the field of implementation and enforcement of multilateral environmental agreements, including the Basel Convention; - At least five years of experience in the field of hazardous wastes management and/or national reporting, as they relate to multilateral environmental agreements, in particular the Basel Convention; - Preferably a technical background with experience in the field of developing national inventories of hazardous waste and other wastes, and measures for the implementation and enforcement of multilateral environmental agreements. Language: - Fluency in both English and French (oral and written) are required.
