1. Purpose of consultancy The purpose of this consultancy is to provide technical advice to the development and implementation of the national Awareness, Advocacy and Communications Strategic Plan to address antimicrobial resistance (AMR) in Jordan.

The strategy aims to increase awareness and knowledge of the professional categories caregivers and general population (including prescribers, dispensers, and consumers of antimicrobials) about efforts to address AMR in Jordan. The strategy should align with existing national, regional and global AMR strategies and will be supplemented by the detailed costed action plan for 2024-2025.

2. Background

Antimicrobial resistance (AMR) continues to be one of the most significant public health threats facing the world today. AMR affects human and animal health and poses a serious threat to reaching sustainable development goals and food security. WHO has declared antimicrobial resistance (AMR) is one of the top 10 global public health threats facing humanity.

Causes and drivers of emergence and spread of antimicrobial resistance are complex and multi-sectoral. Resistant bacteria arising in one geographical area can spread to other areas worldwide either by direct exposure or through the food chain and the environment.

Misuse and overuse of antimicrobials in humans, animals and plants are accelerating the development and spread of antimicrobial resistance. Other factors such as inadequate access to clean water and sanitation; poor hygiene practices in health care facilities, farms, schools, households and community settings; poor infection and disease prevention; and weak food safety and waste management systems are contributing to the MAR burden too.

The global action plan to address the threat of AMR was endorsed at the World Health Assembly in May 2015, supported by the Food and Agriculture Organization of the United Nations (FAO) and the World Organization for Animal Health (OIE).

The Ministry of Health in Jordan, in collaboration with the Ministry of Agriculture, Jordan Food and Drug Administration and the national AMR committee have endorsed the AMR national action plan 2018 – 2022. The plan is currently updated for AMR NAP 2.0 which will guide the AMR activities for 2023 – 2025. The plan. The first objective of the plan is to ‘improve awareness and understanding of antimicrobial resistance through effective communication, education and training’.

To help achieve this objective, WHO, in collaboration with MOH and national authorities, will support this activity through recruitment of Arabic-speaking consultant to provide the technical support to develop National Awareness, Advocacy and Communications Strategic Plan to address antimicrobial resistance in Jordan.

3. Work to be performed

Output 1: conduct several focus group discussions with different stakeholders, policy makers, professional categories and the community (including prescribers, dispensers and consumers of antimicrobials) to understand their views, barriers and drivers of their knowledge, skills and attitudes on AMR.

Deliverable 1.1 : report describing the findings, conclusion and recommendations based on the focus group discussion analysis

Output 2: Organize and facilitate national consultation in collaboration with the national AMR awareness technical working group and stakeholders including the non-state actors in Jordan to agree on the outline and the scope of the national awareness, advocacy and communication strategic plan.

Deliverable 2.1: Final national consultation report

Output 3: Develop the national AMR national awareness, advocacy and communication strategic plan in collaboration with the relevant national AMR technical groups and other stakeholders.

Deliverable 3.1: Submit the final version of the national AMR national awareness, advocacy and communication strategic plan for Jordan.

4. Qualifications, experience, skills and languages

Educational Qualifications:

· Master’s degree in communications, media, public relations, marketing, social sciences, health, health promotion or related field.

Experience:

· 7 years of work experience and proven record in communications, media relations, advocacy, campaigns

Skills/Technical skills and knowledge:

· Ability to work independently and present to highest levels of national counterparts

· Proficiency in Microsoft Office and Microsoft Project

· Excellent interpersonal and professional skills in interacting with government and development partners;

· Skills in facilitation of stakeholder engagements/workshops;

· Evidence of having undertaken similar assignments;

· organizational skills with strong attention to details

· Demonstrated ability to plan and coordinate highly visible, complex communications-focused activities among multiple stakeholders

· Strong understanding of digital marketing strategy with awareness of methodologies, trends and key performance indicators

· Ability to multi-task in fast paced environment

· Proficiency with media research tools

Languages and level required: Languages and level required: Expert level in English and Arabic.

5. Planned timelines (Subject to confirmation)

30 working days between October 2023 and January 2024 Start date: 22 October 2023 End date: 7 January 2024

6. Medical clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.

7. Travel

Candidates from outside Jordan are expected to visit Jordan for the focus group and national consultation meetings. WHO Jordan Office will develop separate travel arrangements accordingly.
