Ending Violence against women:

The Pacific has some of the world’s highest reported rates of violence against women, with studies showing that up to 68% of women are affected.

To respond to the rates of violence in the Pacific, UN Women has developed a comprehensive EVAW programme which takes a transformative approach to prevent violence against women and girls at multiple levels (regional, national and community), and to ensure survivors have access to quality response services.

UN Women’s EVAWG programme is implemented primarily under the Pacific Partnership to End Violence Against Women and Girls (hereafter referred to as ‘Pacific Partnership’). The Pacific Partnership brings together governments, civil society organizations, communities and other partners to promote gender equality, prevent violence against women and girls (VAWG), and increase access to quality response services for survivors. The programme aims - through innovative approaches to education, access to essential services, and policy development - to transform the social norms that allow violence against women and girls to continue and to support national and regional institutions meet their gender equality commitment. The EUR 22.7 million programme is funded primarily by the European Union (EUR 12.7m) with targeted support from the Governments of Australia (EUR 6.2m) and New Zealand (EUR 3.2) and cost-sharing with UN Women (EUR 0.6m).

Reporting to the EVAW Technical Advisor/Pacific Partnership Programme Manager at UN Women, the Technical Specialist exercises overall responsibility for planning and implementing UN Women’s portfolio on prevention of VAWG including providing direct technical support and advice to partners and stakeholders in the region. She/he works in close collaboration with the programme and operations team, civil society and government partners, UN Women HQ staff, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under the Pacific Partnerships overall action.

Duties and Responsibilities

1. Provide substantive technical input on policy driven programme processes and interventions to prevent violence against women and girls:

  • Under the overall technical supervision and quality assurances of the EVAW Technical Advisor/Programme Manager serve as a primary expert on VAWG prevention for UN Women’s EVAW Programme, providing technical advisory services and substantive advice on policy and programme development based on knowledge of good practices and evidence-based approaches;
  • Design and formulate programme/project proposals, initiatives and interventions on primary prevention of VAWG in close collaboration with partners.
  • Draft inputs to country strategy documents, briefs, policy dialogue and other documents related to primary prevention of VAWG.
  • Provide technical inputs to and support periodic consultations with key stakeholders, women leaders, human rights experts and UN partners to gather inputs on intervention and programme design, as necessary;
  • Monitor trends and issues related to the prevention of VAWG;

2. Provide technical assistance and capacity development support to partners implementing primary prevention of VAWG:

  • Ensure UN Women's strategic and technical support to government counterparts, non-state actors and UN agencies through direct involvement and provision of advanced technical assistance and advisory services;
  • Identify capacity building needs of partners and develop corresponding mentoring, training and capacity development initiatives for partners;
  • Provide technical inputs to the adaptation and review of primary prevention of violence interventions from program partners;
  • Support the establishment and development of National Primary Prevention of VAWG strategies in partnership with UN Women’s government and CSO partners.
  • Support the development of new mechanisms to facilitate cross regional technical support and a community of practice around primary prevention of violence.

3. Manage the implementation of the prevention programme interventions:

  • Provide technical inputs to the development of components of the annual and operational work plans dealing with prevention of VAWG.
  • Oversee, monitor and assure quality control in the substantive implementation of the VAWG prevention interventions under the program through budget and operational management.
  • Supervise the national Pacific Partnership coordinators;
  • Draft corporate and donor report sections directly dealing with prevention of VAWG programming
  • Support the overall research and evaluation plan and portfolio for the prevention programme.

4. Build partnerships and support in developing resource mobilization strategies:

  • Build, manage, and expand relationships with national, regional and global partners to support technical implementation and expansion of the programme.

5. Support advocacy, knowledge management and communication efforts:

  • Develop and review background documents, briefs and presentations related to the prevention of VAWG
  • Represent UN Women in meetings and policy dialogues on issues related to prevention of VAWG as necessary;
  • Develop advocacy and communication strategies and oversee their implementation;
  • Identify best practices and lessons learned to guide programme improvement and strategy planning;
  • Develop knowledge management strategies, products and methodologies on prevention of VAWG.

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 7 years of progressively responsible work experience at the national or international level in design, planning, implementation, monitoring and evaluation of ending violence against women and girls (EVAWG) interventions and programmes, with at least 2 years working specifically on prevention of VAW programmes.
  • Demonstrated technical expertise in comprehensive prevention of VAWG programming;
  • Demonstrated experience in directly designing and implementing capacity development initiatives, including mentoring, training, and direct technical advisory support to diverse partners on VAWG prevention, including sports and faith partners.
  • Experience with SASA! is an asset.
  • Experience working in the UN System is an asset;
  • Experience in leading/managing a team is an asset.

Language Requirements:

  • Fluency in English is required;
  • Working knowledge of another official UN language is an asset;
