Result of Service Objective

The Technical specialist in Loss and Damages will contribute to the achievement of the expected Outcomes and Outputs of the NDC Action Project in Argentina. This will include supporting the NDC National Coordinator for Argentina in accomplishing the project objectives, in particular, concerning the preparation of methodological and conceptual proposals to address losses and damages associated with climate change in Argentina.

Ultimate Result of the Service: - Technical inputs available in the country prepared by entities or institutions related to loss and damages are compiled and analyzed. - Workshops and courses related to loss and damages for public actors at national level are developed. - Technical advice is provided to experts of the NDC Action Argentina project - Develop technical inputs and collaborate with compilation of information linked to adaptation and loss and damage for BTR Chapter 4- Adaptation reporting. - Identification of sectoral improvements and needs is provided. - Methodological and conceptual technical proposals related to loss and damage in Argentina are elaborated.

Activities Overview: ¿ Attending meetings between national public sectors, NGO, other technical and academic organizations and institutions that provide useful information as well as workshops, training and travels related to these activities. ¿ Visit guidelines, manuals and other bibliographic documents to have a knowledge of the existing background on loss and damage. ¿ Consult and exchange with actors who are linked to areas of evaluation of effects with management of institutional variables to assess losses and damages. ¿ Generate exchange and/or presentation meetings with the technical team that addresses the issue of loss and damage of the National Climate Change Cabinet and other related institutions. ¿ Prepare the necessary material for the exchanges and meetings that take place within the framework of the GNCC and the consultancy. ¿ Actively participate in workshops, courses, face-to-face and/or virtual meetings related to the theme of this consultancy. ¿ Collaborate in the local and international technical review process of the BTR and LTS, as applicable. ¿ Participate in the identification of sectoral improvements and needs

Duties and Responsibilities Purpose

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The UNEP Latin America and the Caribbean Office (LACO), located in Panama City, works closely with the 33 countries of the region and its activities are integrated into the Medium Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA). The project entitled “Nationally-Determined Contributions (NDC) Action – Facilitating implementation of climate-resilient and low-carbon development aligned with national and global goals” will be implemented in Argentina by United Nations Environment Programme (UNEP) and the Copenhagen Climate Center (UNEP-CCC) in close collaboration with identified national institutions. To achieve the adaptation and mitigation goals of the Nationally-Determined Contributions (NDCs), countries need to translate their broad NDCs into specific actions. NDCs typically list these actions, but the descriptions often lack specificity and details and are generally weak on institutional arrangements and transparency. By translating each NDC into sectoral portfolios of policies and programmes, the project will bridge the gap between the content of the NDCs and the information and capacity required for their implementation.

Aligning with Argentinas´s own NDC priorities, the NDC Action Project bridges this gap. The project will secure a multi-stakeholder and high-level engagement; provide the technical support to strengthen the capacity of Line Ministries and Sub-regional government bodies responsible for NDC implementation; support development of a portfolio of sectoral policies and programmes for two priority sectors selected in each country; support development of investment plans in these sectors; and facilitate experience-sharing, both among the partner countries and beyond.

Key elements of the programme include the strengthening of NDC relevant institutions and multi-stakeholder consultation mechanisms, the preparation of a portfolio of policies and programmes for two prioritized sectors in the country, the mainstreaming of NDCs into climate-friendly investment plans and the support for the development of finance-ready proposals, as well as sharing of lessons learnt across sectors, countries, and regions.

NDC Action Project supports countries to accelerate NDC implementation in the following ways: - Build on partner countries’ existing NDC coordination mechanisms and reinforce them where needed. - Support partner countries translate their NDCs into sectoral strategies and actions, including climate-friendly investment plans, ready for financing and implementation. - Build institutional capacity among the ministries and multi-stakeholders through training programmes to lead to concrete investments in two priority sectors selected by each partner country; - Facilitate peer-learning at the regional level among partner countries and beyond to foster the uptake of proven policies, programmes, and financing schemes for accelerated NDC implementation.

In this sense, UNEP LACO is looking for a Technical expert in Loss and Damages for Argentina’s NDC Action Project, who will support the project coordination in accomplishing the project objectives, in particular, concerning the preparation of methodological and conceptual proposals to address losses and damages associated with climate change in Argentina.

The Technical expert in Loss and Damages will be based in the Ministry of Environment ’s offices in Buenos Aires, Argentina. The incumbent will work 40 hours per week, from Monday to Friday, full time and will be supervised by the Head of the Climate Change Unit for Latin America and the Caribbean Office of UNEP.

Qualifications/special skills Qualifications Required

ACADEMIC: - Bachelor’s Degree in International Relations, Social Science, or other Bachelor's degree relevant to climate change, environment and national development (required); - Diploma or postgraduate degree in relevant areas related to climate change and/or disasters (desirable).

PROFESSIONAL: - At least 3 years of experience in environmental projects (required). - Experience working with public sector, private and/or civil society organizations (desirable). - Demonstrates understanding of environmental topics and/or climate change issues in particular (desirable). - Knowledge on loss and damage needs assessment (desirable). - Knowledge on loss and damage methodologies, including non economic losses and damages approaches and methodologies (desirable). - Knowledge and experience on loss and damage under the UNFCCC and the current negotiations (desirable).

LANGUAGE: - Fluent in Spanish and a confident level of English is required.
