The Initiation Plan for “Capacity Development of Local Governments for Resilient Infrastructure and Livelihood Services (CDRIL)” aims to learn from experience of strengthening capacity of selected local governments of Karnali province to plan, execute and manage resilient and sustainable local infrastructure and livelihood services implemented as a pilot. The Initiation Plan will support the local governments to identify capacity gaps in terms of system, tools, instruments, knowledge and skills required for resilient planning, budgeting, procurement, execution, monitoring, reporting, resource mobilization, partnership, quality assurance and asset management; and build capacities for management of infrastructure projects and delivery of sustainable livelihood services. While doing so, a comprehensive package of capacity development support to the local governments, service providers and other stakeholders will be developed and tested with focus on empowering poor and excluded groups, women and people with disability for their meaningful participation in project selection and benefit sharing. The package of support, among others, will also include building technical capacities for conserving and regenerating the local environment, minimizing social and environmental impacts, promoting nature-based solutions and making sustainable use of resources complementing green recovery. The IP will further support improved coordination between the province and Palikas for strategic planning and investment to enhance overall resilience of communities. The lessons from the pilot will be documented, shared and disseminated with the government and other partners for replication and scaling up across other provinces and Palikas for delivering integrated resilient infrastructure and livelihood services.

Within the delegated authority and under the supervision of Project Coordinator or his/her designated mandated representative(s), the UNV Technical Specialist will:

• Coordination Function • Build rapport with local municipalities and stakeholder for coordination and cooperation in resilient infrastructure and livelihood activities • Collect information at the field and feed to IPs and project for proper planning process, estimate, design and implementation of municipality activities • Facilitate to link reconstructed/rehabilitated resilient infrastructure with integrated and sustainable livelihoods of the local areas

• Supervision Function • Timely supervise the activities implemented for the achievement of intended outputs • Supervise the design, estimate and construction activities of technical staff IP at critical time and stages of CI activities • Carry out on-the-site inspection of resilient infrastructure and livelihood interventions with IPs and Users committee members

• Technical Support Function • Provide technical Backstopping and support to municipality team to Ensure the effective implementation of local bodies activity upon the agreed implementation plan following proper estimate and design
• Provide technical support and guidance to users committee, local bodies technical team for resilient infrastructure construction work • Support Local bodies in preparing technical report, final design as per built areas, completion report with actual BOQ in compatible with existing government and UNDP norms and practices. • Support local bodies in preparation of estimate, design, operation and maintenance guideline and tender document as required. • Support local bodies in planning process effectively.

• Monitoring Function • Ensure the quality and quantity of the constructed resilient infrastructure in the project areas • Monitor identified project risks and update the status of these risks to local bodies and project team; • Ensure Gender Equality and Social Inclusion (GESI) is fully adopted as per UNDP global and national policy • Provide instant updates of progress with field notes, photographs, data, report of resilient infrastructure and livelihood intervention.

• Reporting and Documentation Function • Timely prepare the reports for UNDP, donors, the Government, and other stakeholders. • Provide periodic (weekly activities, monthly progress), analytical report and factual report with feeding audio visual clips; thematic report (technical, coordination, monitoring, case studies etc.) • Prepare case studies of different facets of the project activities, outcomes and impacts • Keep all process documentation of project activities

Bachelor's degree a. Required Experience: 3 years

• Bachelor’s degree in Civil Engineering • At least 3 Years of professional work experience with local bodies, resilient infrastructure and local level planning process • Technical knowledge of building code, Auto cad, Design software (ETABS/STAAD pro) will be an advantage • Excellent oral and written skills; excellent drafting, formulation, reporting skills. • Accuracy and professionalism in document production and editing. • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development. • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel. • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment; • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; • Desirable: valid national driver’s license for two-wheeler

Birendranagar Municipalities is lies in Surkhet District of Karnali Province. This is the headquarter of Karnali province and all kind of facility is available. Buddha Air provide services to fly Kathmandu daily. Most of the banking sector has their branches here, Road transportation is in good condition.

Raskot Municipality lies in Kalikot district of Karnali Province. This is the one of the remote municipality in Karnali province where very limited medical, transportation, banking and communication facility is available. There are mud house is available for accommodation.

Thatikadh Rural municipality lies in Dailekh Districts of Karnali province. There is limited medical, transportation, banking and communication facility is available. For accommodation, there are some RCC building is available and small hotels and market area are available.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan.
