This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

UNDP has been implementing the disability rights programme over the last eight years and its commitment is to support the Royal Government of Cambodia (RGC) to promote the rights of persons with disabilities through the reinforcement of the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD). The UNV will support the two ongoing programmes. 1. the Project to Promote Disability Inclusion supports the Disability Action Council (DAC), as a disability lead in Cambodia, to develop, coordinate effectively, and monitor the implementation of the National Disability Strategic Plan 2019-2023 and relevant national legal frameworks. 2. another joint programme called “Accelerating Disability Rights in Cambodia”, with UNESCO and OHCHR as partners and technical support from ILO, seeks structural changes which are necessary for the full inclusion of persons with disabilities into Cambodian society.

This will be done by utilizing three levers of change: capacity development of right holders and duty bearers including widening their partnerships (Outcome 1); legislative reform (Outcome 2); and increased involvement and representation of right holders in developing, monitoring and implementation of disability inclusive policies and plans (including COVID-19 recovery plan) (Outcome 3). To ensure that the disability projects are well implemented to meet the expected outcomes, the UNV Technical Specialist is assigned to work closely with the Project Coordinator-Disability Inclusion to implement the projects with the partners. The Technical Project Specialist works closely with the project team (Project Coordinator, Admin and Finance Assistant and Technical Assistant) and Programme and Operations Associate.

Under the direct supervision of the Project Coordinator-Disability Inclusion, the UN Volunteer will undertake the following tasks: • Support the Project Coordinator in successful implementation of the disability-related projects in accordance with project objectives of the Project to Promote Disability Inclusion and Joint Programme on Accelerating Disability Rights in Cambodia; • Provide technical support and guidance to the projects and partners to ensure that the projects achieve their outcomes; • Provide monitoring support with the project team and partners to ensure that the disability projects respond to the outputs and outcomes; • Develop and strengthen partnership and coordination with implementing partners, rele-vant line ministries partners, UN agencies, development partners, and CSOs working on disabilities-related initiatives; • Facilitate knowledge building and capacity development including consolidation of knowledge, best practices, cases studies, and lessons learnt and facilitate the dissemination within and outside UNDP through internal learning sessions, seminars and workshops; • Perform day-to-day project management support and coordination including weekly meet-ings, meetings, workshops or training reports, quarterly reports, annual reports etc; • Other tasks related to the disability projects will be requested by the Project Coordinator.

Experience in project management (design, implementation, coordination, knowledge management, monitoring and evaluation of development projects) and in establishing inter-relationships among international organizations and national governments;

Demonstrates good management, leadership, analytical, and communication skills;

Experience in proposal development and resource mobilization;

In-depth knowledge of disabilities-related issues, conventions, and other regulations in Cambodia;

Ability to communicate effectively with government officials and funding development partners representatives;

Ability to identify needs and interventions for capacity building of counterparts, clients, and potential partners;

Displays initiative, sets challenging outputs for him/herself, and willingly accepts new work assignments;

Takes responsibility for achieving agreed outputs within set deadlines and strives until successful outputs are achieved.

UN Volunteer entitlements and allowances: The purpose of the allowances and entitlements paid to UN Volunteers is to enable UN Volunteers to sustain a secure standard of living at the duty stations in line with United Nations standards without incurring personal costs. The allowances are in no way to be understood as compensation, reward, or salary in exchange for the UN Volunteer's service. Contingent on specific eligibility criteria, location of the volunteer assignment and contractual type and category, the payment of allowances will begin from the date of Commencement of Service.
