The overarching strategic goal of UNICEF’s ICT Division (ICTD) is to transform and build partnerships with our stakeholders to successfully implement UNICEF programmes globally through the use of innovative technology-enabled solutions.

The Drupal Enterprise Web platform is a best-in-class digital tool and needs to enable UNICEF offices to communicate and engage with the public. This realizes the objectives of Global Communication and Advocacy Strategy (GCAS), through a new digital content strategy, digital governance, digital capacity building and adhering to the procedures for establishing and managing public-facing digital communication channels.

This initiative will act as a foundation to further expand and strengthen the Drupal core platform that can be extended to all codebases (communication, community, donation/petition and data related sites) supporting enterprise needs.

The Drupal web platform must evolve by extending the existing implementation to an enterprise level supporting the needs of all UNICEF divisions and offices (in addition to unicef.org) through standardization and governance. This initiative will enable the Program Division, Division of Administration and Management, Private Fundraising Partnerships Division, Division of Communication and other divisions as well as Regional and Country Offices to maximize our online audience engagement opportunities in advocacy and fundraising and will assist in elevating the voices and actions of young people.

Specifically, the core unicef.org web platform will be enhanced and strengthened to lay the groundwork for DOC to acquire and retain 200 million digital supporters in the 2022-25 Strategic Plan.

How can you make a difference?

Under the supervision of the Chief Digital Tools and Platforms, the incumbent of this post will lead as a senior technical project manager and manage the successful implementation of and delivery of the scope of the Enterprise Drupal project.

This role will be managing the project from inception to closure. This includes, but not limited to, planning, design, finalization of project scope, coordination with UNICEF internal business teams and technical team, external implementing vendors, risk mitigation, status reporting, communication, project budget management, process and technical improvements, overseeing the end-to-end system landscape implementation and application integration as well as driving the required procurement processes.

General

The ideal candidate will lead and engage with external vendors and UNICEF’s internal technical and business teams to ensure a successful Enterprise Drupal platform, meeting the established requirements. He/she will create a collaborative environment guiding process owners and stakeholders to reach project goals. Will ensure that assigned projects meet agreed upon cost, timelines and deliverables set by the statement of work.

• Demonstrate strong project ownership and responsibilities

• Develop and manage end-to-end project plans and ensure on-time delivery

• Provide hands-on program management during analysis, design, development, testing, implementation, and post implementation phases

• Perform risk management on projects. Manage project risk and escalate issues to the appropriate level when needed

• Provide day-to-day coordination and quality assurance for projects and tasks

• Drive internal and external process improvements across multiple teams and functions.

• Interface with technical teams and business owners for project requirements and scope. Actively track and monitor the project tasks performed by business owners, technical SMEs, and the vendor

• Define and document the completion of all phases of the project implementation. Create and maintain project management artifacts such as project scope, WBS, status reporting etc.

• Conduct meetings with project sponsor, stakeholders and project team.

• Prepare briefing notes to project stakeholders, including Project Board

• Track the project budget

• Drive and coordinate required procurement processes

• Monitor, coordinate and provide guidance in the resolution of technical and business related problems with ICT SMEs, business owners, system integrator and the vendor

• Maintain positive team atmosphere

Project Implementation

• Oversee implementation of the solution and related business processes

• Develop and update project work plans, and submitting these to the Project Board for agreement and approval

• Work with internal stakeholders and the external vendor in designing the business processes and required data for initial system configuration and integration

• Liaise with all project stakeholders, ensuring views of all parties are considered, verified and validated, and appropriately prioritized to meet business objectives.

• Arrange project governance meetings and provide progress reports on functions implemented and updates on the implementation of the solution

Project Change Management

• Ensure that change management, training and communication activities are identified and executed

• Oversee the documentation of technical, functional design documents, SOPs and user training

Project Closure

• Ensure that the project, when formally closed, has lessons learned and appropriate documentation to support implemented processes

• Project records and documents are properly handed over to technical and business leads with clear descriptions of ongoing roles and maintenance activities

To qualify as an advocate for every child you will have…

Academic Degrees required:

• An advanced university degree (Master’s or higher) in Information Systems Management or Information Technology, Project Management, Computer Science, Business Administration or related field. A combination of a first university degree combined with minimum 10+ years of project management experience in systems project management (large-scale, global implementations) or software development, technical integration or business operation environments with a proven track record of interfacing with multiple levels of the organization and successful project completion may be substituted for the advanced university degree.

Professional Experience:

• At least 5 years of experience in leading global projects and associated change management.

• Experience in managing project unknowns, and overcoming them with feasible solutions

• Experience with enterprise level platforms.

• Experience managing software implementation and understanding of business requirements.

• Detailed knowledge of various ITSM modules (Request, Incident, Problem, Change, Problem, Knowledge, Asset, etc.)

• Detailed knowledge of the Project Lifecycle and fluency in project manager methodologies

• Experience collaborating across multiple functions and working with operational SMEs, technical resources/ infrastructure and architecture teams

• Excellent communication & presentation skills (written & verbal) across multiple audiences with ability to influence others while working in a multicultural, multi-ethnic environment with sensitivity and respect for diversity

• High motivation, enthusiasm, and dedication to deliver results within strict timeframes

• Ability to work in a fast-paced matrix environment including managing across multiple geographies, functions & organizations often outside ‘standard’ working hours

• High proficiency with Microsoft Office, specifically MS Project, Visio, Excel, and PowerPoint is required.

• Experience with Systems Integration

• Certification in project management methodology

• Drupal experience

Other Skills and Qualifications:

• Experience in the UN system is an asset.

• Fluency in English is required.

Duration

This anticipated duration of this assignment will be 11.5 months. The consultant will work remotely.
