Support technical program activities for integrated nutrition implementation

You have:

• Degree in Nursing, Midwifery or Medical Assistant, nutrition, public health, social work
• 3 years’ experience in the technical area of Public Health, Nutrition, WASH, Maternal and Child health
• Experience in working with community-based approaches and models: CIMCI, MIYCN, IYCF, MAM/SAM, CTLS, community WASH, ECCD
• Strong experience in programme/project implementation and Design Monitoring and Evaluation
• Experience leading or overseeing programmes across a large geographic area (e.g. Province or National)
• Experience building and maintaining relationships with local government and NGO partners and stakeholders
• Experience in handling training and workshops for groups and communities (including coaching and mentoring)
• Ability to demonstrate servant leadership and foster a collaborative, team-oriented atmosphere
• Ability to pro-actively influence, network, and collaborate with local level government, NGO, bilateral donor, and UN Agency peers
• Strong problem solving, interpersonal and communication skills (including facilitation)
• Thorough knowledge and ability of MS Office, knowledge of IBM Lotus Notes is preferred
• Willingness to travel up to >60% of the time within the Zone target AP, each AP every quarter accordingly on workload
• Excellent communication skills in Khmer and English (written and verbal)

Position: Technical Program Officer for Integrated Nutrition

Location: Preah Vihear Province

THE PURPOSE OF THE POSITION

World Vision International in Cambodia’s Strategic Goal in the 2023-2027 Country Strategy is to achieve sustainable well-being for 5 million girls and boys, particularly the most vulnerable ones. To meet this aspiration, we implement three child-focused priority technical programmes, namely (1) Integrated Nutrition; (2) Child Protection and Participation; and (3) Education. In addition, implements cross-cutting areas such as technical areas to Disaster Risk Reduction, Climate Resilience; Gender Equality, Disability and Social Inclusion (GEDSI); Policy Influencing and System Strengthening; and Implementation of Social Accountability Framework and Children and Youth Participation.

Technical Programmes are national or sub-regional level programmes implemented by World Vision in multiple geographic locations within a country. TPs are comprised of evidence-based practices and models previously identified, defined and prioritised through a strategic process and documented in a Technical Approach (TA). TPs are designed to ensure National Offices (NOs) achieve World Vision’s mission, and the NO strategy, which includes the highest impact for the well-being of children, in accordance with relevant TA and NO strategic objectives and integration of relevant supporting approaches (SA).

The TP-Officer is responsible for the support in adaptation and implementation of the Technical Programme activities at Zonal level. H/She will be working with the AMZ to strengthen the programming quality. This person will be representing WVI-C to technical networks at zonal/provincial level and engaging in advocacy relevant to TP objectives, using credible M&E and evidence from TP implementation, and providing capacity building of AP technical staff for programming.

MAJOR RESPONSIBILITIES

Adaptation of Technical Program

• Guide the AP staff on appropriate adaptation of TP in close coordination with Area Programme (AP) Team /Cluster Leaders, Monitoring & Evaluation Manager/Specialists, operations, Advocacy, Grants/PNS team, and technical team.
• With Area Programme and other NO staff, recommend effective consultations with communities, partners and donors for adaptation and refinement of TP, relevant project models in AP level, based on evidence and learning from TP implementation (particularly during AP planning and review ).

TP implementation

• Guide APs in implementation of the technical programme, within the agreed design and planned budget
• Identify and mitigate risks and issues to ensure implementation following TP design.
• Guide Community Development Facilitators (AP staff) to establish appropriate feedback mechanism for ongoing improvement in TP implementation.
• Guide APs to develop annual TP implementation plan
• Participate in WV technical programme learning networks to share experience and lessons learnt.

Advocacy and External Representation

• Assure the local level advocacy components of the TP are implemented and commune and district governments are influenced.
• Assist the TP Manager to coordinate provincial level advocacy to influence government policies, budgets and decision makers.
• Guide APs in mapping of potential partners for advocacy and influence, including representation in sector-based networks/coalitions (in coordination with sector leads/technical team).
• Work with regional manager sub-national level relationship with relevant organisations and government
• Coordinate with the Provincial and District health departments to train Public and Private Health center staff on diarrhoea management based on the MoH protocols
• Co-ordinate with the Provincial and district health departments to build the capacity, improve the quality of services delivered for the management of acute malnutrition (training, supplies, continuum of care for acute malnutrition) and follow the national guidelines for the management of acute malnutrition.

Monitoring, Evaluation and Reporting

• Together with TP teams, AP managers, CDFs, and PIMO staff coordinate the TP baseline and evaluation process within zone/s.
• Together with the PIMO, TP teams, M&E officer, Technical Lead/ specialists coordinate the compilation, documentation, analysis and reflection on the TP monitoring and Evaluation data for standardised indicators and communicate learning to key stakeholders (including government and partners).
• Guide CDFs in understanding the logframe and standardized indicators using the specified monitoring tools across all implementing APs.
• Work with TP manager to ensure that lessons learnt from WV and other stakeholders are adequately incorporated in strategy, TA and TP design.
• Produce additional management as an when required by leaders.

Team Coordination and Facilitation

• Provide technical input to AP manager during setting of performance agreement of CDF’s.
• Equip CDF s with skills and tools to deliver job requirements in collaboration with IP technical team (mentoring, guiding, training, coaching, etc.).
• Coordinate a regular learning platform among CDFs to promote ongoing documentation, sharing, reflection and application of learning on TP implementation.
