OBJECTIVES OF THE PROGRAMME

The Division of Country Support, Emergency Preparedness and Response (CSE) supports the development and delivery of WHO's strategic engagement portfolio in Member States with and without country offices. It aims to maximize WHO's impact in countries by helping them realize their health and development ambitions and strategies in line with the European Programme of Work (EPW) and the Sustainable Development Goals (SDG). CSE recognizes that each country is different and needs tailored collaboration. The Division works by bringing people and units together across WHO divisions, offices and key partners. The Division has the principal function to develop mechanisms that help the organization understand, strategize, implement and connect for country impact. In this, it focuses on gathering, analyzing and presenting information for country impact; developing, tracking and refining strategic country engagement plans; supporting programme implementation in countries; and facilitating effective collaboration and networks within the organization and with countries and partners. This includes working with partners and Member States to manage and respond to the health needs of refugees and migrants, with a focus on access to health services and on preparedness for refugee and migrant influxes. CSE operates in particular proximity to Country Offices and provides opportunities for frequent mobility between assignments in the Division and in countries (in particular for team lead positions). Individual technical officers will have-in addition to their specific technical focus- a geographic responsibility by virtue of being a focal point for a limited number of country offices, for which they will provide support across all technical areas covered by CSE. The Division houses the WHO Health Emergencies Programme (WHE) that provides technical guidance and operational support to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies. WHE assists countries to contain and mitigate the risk of high-threat diseases and infectious hazards; to detect and assess emergency health threats and inform public health decision-making; and to respond rapidly and effectively to emergencies under a coordinated Incident Management System. It ensures WHO's work in emergencies is effectively managed, sustainably financed, adequately staffed and operationally ready to fulfil its mission. Its hub-and-spoke structure ensures country-specific and inter-country activities in priority countries. The Partnerships and Collaboration team (PAC) advises the Regional Office on its external strategy for relations and cooperation with key health partners such as UN agencies, other intergovernmental organizations, health partnerships, networks, non-State actors and WHO Collaborating Centers. It forges and maintains strategic partnerships with these partners for delivery of EPW, GPW and the SDGs. It maintains and strengthens working relations with the partners through regular meetings, discussions, and agreements. Specifically, it leads the UN Issue-based coalition on health (IBC Health) and well-being, convenes the UN agencies around health initiatives and work streams and is focal point for the UN Reform and related mechanisms. It also coordinates the implementation of the Global Action Plan on SDG 3 in the Region; and advises Divisions and Country Offices on designing their partnerships. It also advises them on their relations with non-State actors and the coordination function for WHO Collaborating Centres and the RD's Special Initiative on Youth is housed in the team.

DESCRIPTION OF DUTIES

As a special initiative of the WHO Regional Director for Europe, the purpose of the post is to ensure that voices of young people and young professionals are included in all areas of work at the WHO Regional Office for Europe, are actively involved in delivering the current WHO European Programme of Work (EPW), 2020-2025 and engaged in the development of the next WHO EPW. Likewise, the purpose of the post is to increase meaningful engagement and to build and maintain partnerships between WHO's strategic partners, young people and young professionals into areas of work and decisions that affect them. Key duties: Develops and implements approaches to increase the engagement with young people and young professionals in all areas of work at WHO/Europe and to ensure that they are actively involved in delivering the WHO European Programme of Work (EPW), 2020-2025. Maintains existing partnerships with youth Civil Society Organizations and initiate outreach activities to build new partnerships across the WHO European Region. Works with technical divisions and WHO Country Offices in identifying opportunities for the engagement of young people and young professionals. Provides support to technical divisions and Country Offices in managing their cooperation with youth organizations and other partners. Participates in country visits to engage with youth organizations and other partners and present updates on WHO/Europe's work. Prepares concept notes, reports, briefing notes, and communication material, including press briefings, presentations, speeches, web content, and posts for social media channels. Organizes activities and events in support of the Youth Initiative and other partnerships. Performs other related duties as required.

REQUIRED QUALIFICATIONS

Education

Essential: University degree (Bachelor's level) in social sciences, public health, business administration, international relations, law, communications or related field of study. Desirable: University degree (Master's level or above) in any of the above.

Experience

Essential: At least 5 years of professional experience at national and/or international level coordinating activities in the areas of strategic partnerships, public health, community engagement, development cooperation or project/programme management. Desirable: Demonstrated experience drafting strategic documents, briefing notes and talking points for the executive management and project/programme documents. Relevant experience within WHO, the UN and other intergovernmental organizations or civil society organizations.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,692 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2732 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
