OBJECTIVE OF THE OFFICE/DEPARTMENT

This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

The Family, Health Promotion and Life Course (FPL) Department of the Pan American Health Organization promotes, coordinates and implements technical cooperation at the regional, sub regional and country levels, emphasizing the central role of the family and community to foster a culture of health promotion and protection in which health is a social value and a human right. FPL focuses on the development and implementation of programs for women and men’s health; sexual and reproductive health; maternal and neonatal health; the integrated health and development of children and adolescents; the health of aging populations; food and nutrition; and comprehensive family immunization, using gender and ethnic equality approaches.

DESCRIPTION OF DUTIES

Under the general supervision of the PAHO/WHO Representative (PWR) and the direct supervision of the Family and Community Health Advisor (FPL/HTI), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

  1. Provide technical support for the revision, implementation and monitoring of the National Plan for Women, Neonatal and Adolescent health;
  2. Provide technical support for the development, implementation and monitoring of operational plans at the local level (Departments) for Women’s Health that include integrated approaches for community health activities for women, newborns and adolescents and strong interprogrammatic actions to ensure timely access to people-centered health services;
  3. Ensure the development, updating and dissemination of standards and guidelines for women, neonatal and adolescent health, in accordance with the latest PAHO/WHO recommendations;
  4. Support the MOH in building capacity to address social determinants of maternal, neonatal and adolescent health and promote access to integrated health services especially for pregnant adolescents;
  5. Support, promote and coordinate needed studies on women, neonatal and adolescent health to close information gaps and guide public policy;
  6. Provide support for the monitoring and evaluation of women, neonatal and adolescent health programs;
  7. Support programmatic activities that strengthen women, neonatal and adolescent health services and improve demand for these services on the border;
  8. Participate effectively and synergistically in inter-agency efforts to address women, neonatal and adolescent health issues;
  9. Participate in mobilizing extra budgetary resources through the drafting of proposals to advance the agenda on women, neonatal and adolescent health, as well as through the monitoring, evaluation and development of technical reports for the grants received;
  10. Cooperate and collaborate with other programs and projects to achieve maximum impact on women, neonatal and adolescent health as well as maximum efficiency in the use of resources;
  11. Support the MoH in the evaluation of implemented interventions to improve women, neonatal and adolescent health;
  12. Perform other related duties, as assigned.

REQUIRED QUALIFICATIONS

Education****:

Essential: A university degree in a health science related to the functions of the post from a recognized institution

Desirable: A master’s degree in public health or a related field would be an asset.

Experience****:

Essential: Seven years of national experience working in women, neonatal or adolescent health services, or in the implementation of women, newborn or adolescent-centered health programs, including practical experience in epidemiologic surveillance, program planning, implementation and monitoring as well as in addressing the social determinants of health and health system issues.

Technical Expertise:

  • Theoretical and practical knowledge of women, neonatal and adolescent health including related social determinants and health system issues.
  • Strong project management, monitoring and execution skills.
  • Professional expertise in public health programs and epidemiological assessment of women, neonatal and adolescent health.
  • Ability to develop and maintain professional working relationships with relevant sector government counterparts, national stakeholders and global partners/allies/donors
  • Strong professional oral and technical writing skills, including the development of funding proposals, donor reports, oral presentations, and technical/persuasive documents for consideration at the highest levels of the Organization and for publication.

Languages:

Very good knowledge of French and a working knowledge of English. Knowledge of the Haitian creole would be an asset.

IT Skills:

Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint, Outlook and SharePoint. Other IT skills and knowledge of other software programs, including data management programs such as SPSS Epidat, Epinfo, Stata, and Tableau, would be an asset.

REMUNERATION
