OBJECTIVES OF THE PROGRAMME

The Division of Country Support and Partnerships (CPA) supports the development and delivery of WHO's strategic engagement portfolio in Member States with and without country offices. It aims to maximize WHO's impact in countries by helping them realize their health and development ambitions and strategies in line with the European Programme of Work (EPW) and the Sustainable Development Goals (SDG). CPA recognizes that each country is different and needs tailored collaboration. The Division works by bringing people and units together across WHO divisions, offices and key partners. The Division has the principal function to develop mechanisms that help the organization understand, strategize, implement and connect for country impact. In this, it focuses on gathering, analyzing and presenting information for country impact; developing, tracking and refining strategic country engagement plans; supporting programme implementation in countries; and facilitating effective collaboration and networks within the organization and with countries and partners. This includes working with partners and Member States to manage and respond to the health needs of refugees and migrants, with a focus on access to health services and on preparedness for refugee and migrant influxes. CPA operates in particular proximity to Country Offices and provides opportunities for frequent mobility between assignments in the Division and in countries (in particular for team lead positions). Individual technical officers will have-in addition to their specific technical focus- a geographic responsibility by virtue of being a focal point for a limited number of country offices, for which they will provide support across all technical areas covered by CPA. The Partnerships and Collaboration team (PAC) advises the Regional Office on its external strategy for relations and cooperation with key health partners such as UN agencies, other intergovernmental organizations, health partnerships, networks, non-State actors and WHO Collaborating Centers. It forges and maintains strategic partnerships with these partners for delivery of EPW, GPW and the SDGs. It maintains and strengthens working relations with the partners through regular meetings, discussions, and agreements. Specifically, it leads the UN Issue-based coalition on health (IBC Health) and well-being, convenes the UN agencies around health initiatives and work streams and is focal point for the UN Reform and related mechanisms. It also coordinates the implementation of the Global Action Plan on SDG 3 in the Region; and advises Divisions and Country Offices on designing their partnerships. It also advises them on their relations with non-State actors and the coordination function for WHO Collaborating Centres and the RD's Special Initiative on Youth is housed in the team.

DESCRIPTION OF DUTIES

The purpose of the position is to support the development and maintenance of an effective network of WHO Collaborating Centers in the WHO European Region through the implementation of strategic actions, daily project management and operational implementation, in full compliance with the WHO CC policies and processes, and in alignment with the WHO European Programme of Work priorities.

The incumbent will be tasked with supporting the implementation of key areas of the WHO Collaborating Center action plan and Country Strategy and ensuring continuity in coordinating functions of WHO collaborating centers.

This will include the following duties:

  • Assist in the development and implementation of approaches to increase and leverage the network of WHO CCs and to ensure that they are actively involved in delivering the WHO European Programme of Work (EPW),2020-2025, specifically with a lens of country impact Provide support to WHO Divisions and Country Offices on the development and implementation of their divisional plans and technical networks, and on rules, policies and practices related to the management of EAP & amp;C.
  • Liaise with relevant technical staff and WHO CC experts to create and maintain a list of networks which have been created to support EPW implementation and to identify geographical and technical needs.
  • Support WHO CC designation and re-designation processes and serve as a technical resource concerning WHO CCs, responding to inquiries and providing detailed and technical information.
  • Review draft proposals of WHO CCs to ensure compliance with corporate rules, policies and practices and provide input to WHO departments on rules, policies and practices related to IPR, corporate branding and conflict of interest.
  • Facilitate the technical review of WHO CC workplans and reports.
  • Provide training activities and assist in managing the capacity building on knowledge related to the WHO CC rules, policies and procedures for WHO staff and WHO CCs and develop support training materials.
  • Develop a WHO Collaborating Center platform, and support the piloting, implementation and maintenance of the platform among WHO Collaborating Centers.
  • Prepare concept notes, reports, briefing notes, speeches and communication material related to WHO Collaborating Centers and their technical work for distribution for internal and external use and for senior management.
  • Support the organization and preparation of coordination meetings, events and briefing sessions with WHO Collaborating Centers, including the preparation of background material.
  • Maintain efficient coordination and effective communication within the organization and with external stakeholders in the coordination and management of the WHO CC network and in identifying opportunities for capacity building of new and existing WHO CCs Manage the WHO CC website in liaison with CPA and RDD communication staff.
  • Conduct data analyses, web analytics, and collect user feedback on stakeholders' experiences of the WHO CC network and propose revisions and upgrades based on this intelligence.
  • Perform other duties related to WHO Collaborating Centers and the work of the PAC team as requested.

REQUIRED QUALIFICATIONS

Education

Essential: University degree (Bachelor's level) in social sciences, public health, business administration, international relations, law, communications, or related field of study. Desirable: University degree (Master's level or above) in any of the above.

Experience

Essential: At least 2 years of professional experience coordinating activities in the areas of strategic partnerships. Demonstrated experience of preparing coordination meetings and preparation of background documentation. Desirable: Demonstrated relevant experience of working with WHO, the UN or other intergovernmental organizations or civil society organizations.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 50,377 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3354 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
