Position Title:Technical Officer (VPD Surveillance)

OBJECTIVES OF THE PROGRAMME

The goal of WHO's presence in countries, territories and areas is to develop a two-way collaboration between the Secretariat and countries, territories and areas, by supporting them to reach national health goals and contribute to global and regional public health action. WHO utilizes the Country Cooperation Strategy (CCS), a key element of the Country Focus strategy, as a strategic management tool to create synergy and alignment between WHO leadership priorities and national health policies, strategies and plans as well as United Nations Development Assistance Framework (UNDAF). Creating this synergy and alignment will be essential to advance WHO's organizational effectiveness and ensure WHO's relevance at country level.

DESCRIPTION OF DUTIES

The incumbent will perform below tasks:

Strengthening of VPD Surveillance:

1-Evaluate the surveillance system in reference to the objectives to identify strengths and areas for improvement. Provide technical advice and communicate national and regional guidance to counterparts in the provinces for strengthening of VPD and AEFI surveillance.

2-Develop and/or adapt Standard Operation Procedures (SOPs) for disease surveillance, case investigation, reporting and response.

3-Conduct disease-specific risk assessments in Coordination with Federal and Provincial EPI Programmes.

4-Serve as a technical resource to the programme concerning outbreak investigation and response following SOPs.

5-Work with relevant institutions and partners to develop/adapt training materials and to implement trainings on surveillance, investigation, reporting and response.

6-Collaborate with Provincial technical staff to secure sources of information and support in the development of surveillance improvement plans medium-term and long-term.

7-Coordinate for Integration of AFP Surveillance system and other notifiable diseases (like SARI/ILI) with National VPD Surveillance system. Develop operational plan for continuing AFP surveillance and other notifiable diseases surveillance integration into the national VPD surveillance system to make one comprehensive Integrated Diseases Surveillance and Response System.

8-Liaise with national counterparts, technical departments at EMRO and with donors and development partners (UN and bilateral) to harmonize implementation activities related to vaccine-preventable diseases.

9-Update AEFI Surveillance Guidelines and coordinate with provinces for planning capacity building on AEFI.

Strengthening of Sentinel Surveillance

10-Support in the smooth working of the sentinel sites of CRS, Rota, IBD, XDR Typhoid, through technical support and ensuring logistic supplies.

11-Support the strengthening of Lab based disease surveillance network like Measles/rubella, Rota, Pneumonia and Invasive Bacterial Diseases (IBD) and Extensive Drug Resistance (XDR) Typhoid and Congenital Rubella syndrome (CRS). Supervision and M&E

12-Develop and apply monitoring and evaluation mechanism and framework. For VPD and AEFI surveillance. Participate in the provincial quarterly VPD Surveillance reviews

13-Contribute content to monthly Epidemiological Bulletin and prepare and present updates on epidemiological status for VPDs and AEFI.

14-Prepare regular reports and updates on the VPDs/AEFI surveillance, including epidemiological analysis, monitoring and resource management.

15-Supervise the smooth working of National Reference Laboratories

REQUIRED QUALIFICATIONS

Education

Essential: University degree in medicine or health related field. Desirable: Training in epidemiology, public health or related discipline.

Experience

Essential: At least 5 years' experience in public health programmes in the areas of disease surveillance, vaccine preventable disease control, and immunization, at national and/or international levels. Desirable: Experience or knowledge of WHO mandate and goals in Health Action in Crises or experience in UN organizations/agencies. Working experience in developing countries and/or emergency response.

Skills

*Demonstrated knowledge of disease surveillance, epidemiology, risk assessment, emergency response and disease control.

*Ability to analyze epidemiological data and detect trends, unusual occurrences, outbreaks and other possible adverse public health events.

*Synthesizing information and presenting clear and concise conclusions and recommendations for decision making Good communication skills both written and oral, and ability to write in a clear,concise and effective manner for different audiences.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1864 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
