OBJECTIVES OF THE PROGRAMME

DIVISION MANDATE:

For the Future: Towards the Healthiest and Safest Region outlines a vision for WHO work with Member States and partners in the Western Pacific. Strong, resilient, sustainable health systems are integral to delivering the four thematic priorities. Up to 60% of people living in some countries in the Region do not have access to safe, quality and affordable health services and medicines. One in five families spend 10% of their income on health care. This threatens individuals, families, communities and economies. The Division of Health Systems (DHS) will contribute to taking forward the vision of, and the thematic priorities in For the Future. DHS will support Member States with high quality advice and assistance on health financing, health workforce, medical products, quality and safety, law and governance, women and children, rehabilitation, surgery and health services including primary health care so that they can build resilient, responsive and sustainable health systems.

DESCRIPTION OF DUTIES

Under the overall supervision of the UHC Team Coordinator and guidance of the Head of the WHO Country Office, the incumbent will carry out the following duties:

  1. Provide support to the UHC Team Coordinator in advising the Government in developing evidence-informed policy options that aim to achieve universal health coverage, primary health care, financing, human resource capacity, equitable access to and quality of services, and the information and evidence- based;
  2. Assist the UHC Team Coordinator in building government technical capacity to ensure integrated service delivery as related to public health and disease programmes in order to achieve universal health coverage (UHC) and the sustainable development goals (SDGs);
  3. Assist the UHC Team Coordinator in supporting sectoral partnerships for comprehensive planning, analysis and effective policy dialogue through support to country planning processes, sector reform and other means of sector-wide coordination;
  4. Support the coordination and advocacy for health systems issues UHC and health-related SDGs with UN agencies, donors and other development partners in the country, including WHO inputs to the United Nations Sustainable Development Cooperation Framework and its implementation. Promote the development and implementation of UN joint programmes;
  5. Work with the UHC team in developing and effectively implementing the United Nations Sustainable Development Cooperation Framework and WHO programme budget and liaise with other teams within the WHO Country Office to ensure effective cross-team working on issues of joint priority;
  6. Collaborate with the WHO Regional Office for the Western Pacific and support global and regional initiatives through joint planning and missions with a specific focus on the development and implementation of health systems priorities including to contribute to the Director General’s vision of having 1 billion more people with essential health services coverage; 1 billion more people made safer; and 1 billion lives improved, and
  7. Any other duties assigned.

REQUIRED QUALIFICATIONS

Education

Essential: Postgraduate degree (master's equivalent) in public health particularly on health systems, health policy, health planning and management, health financing, health economics or relevant social science from a recognized university. Desirable: Training in public policy, development studies, health service development, health financing, health policy and management, programme evaluation.

Experience

Essential: Minimum of seven (7) years' experience in health policy and planning development or public health programme management with relevant experience at international level. Desirable: Experience from a national level organization or other international organization or bilateral development partner or nongovernmental organizations. Working knowledge of WHO system.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 77,326 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2126 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
