OBJECTIVES OF THE PROGRAMME

Health emergencies continue to have significant and sometimes catastrophic impacts on countries' health, economies and development. Both recent and ongoing public health events have demonstrated that the many communities remain at the high risk, and that strong levels of national preparedness across all relevant sectors are crucial to ensuring the effective management of health emergencies, when they occur. They also illustrate the need for scaling up the implementation of the International Health Regulations (2005) (IHR) that requires countries to build and maintain the capacities to prevent, detect and rapidly respond to, and recover from public health emergencies, anchored on strong and resilient health systems. The Emergency Preparedness Division contributes to the implementation of the WHO Global Programme of Work (GPW 13) and is guided by WHO strategic priorities to “keep the world safe, improve health and serve the vulnerable”. The WHO strategic priorities drive the progress in health towards Universal Health Coverage, and the Sustainable Development Goals (SDGs), and speaks particularly to SDG 3, to ensure healthy lives and promote well-being for all at all ages. The Health Security Preparedness (HSP) department supports Member States in enhancing national preparedness across the IHR core capacities to manage all-hazard risks and emergencies, and to build multisectoral approaches for health security. It ensures that WHO supports Member States to build sustainable preparedness capacities and scale up the implementation of the IHR (2005), and support the implementation of the Sendai Framework, the WHO Health Emergency and Disaster Risk Management Framework, Paris Agreement on Climate Change and other related global and regional frameworks. The department also establishes strategic links to, and supports the advancement of global initiatives such as GPMB, GHSA, EU ACP, Health and Security Alliance, Foreign Affairs for Global Health initiative and the UN System Plan for Disaster Risk Reduction for Resilience. HSP works with partners and the broader global heath security community to ensure that the most vulnerable communities in all countries are protected from the impact of health emergencies.

DESCRIPTION OF DUTIES

Within the framework of the delegated authority, the incumbent will have the following roles and responsibilities, in close collaboration with other WHO departments, regions, and relevant stakeholders: - Coordinate the update of the UHPR processes, background and technical documents, templates, reports, training material and tools; and operationalize the UHPR mechanism in Member States. - Support the coordination of the technical preparation and rollout of the UHPR in Member States. - Provide technical support to the engagement with high-level representatives of countries interested in UHPR, support the UHPR National Bodies (secretariat and commission) established in the country engaged in the UHPR, work closely with the UHPR focal persons designated and stakeholders involved at national, subnational and regional levels, facilitate the UHPR technical activities and support the development of the UHPR National Report. Organize the deployment of the External Support Team in UHPR pilot countries. - Select experts, share training material, provide technical tools for the pilot and support the coordination of the external team work before, during and after the pilot. - Collect, compile and analyse feedback reports from the external support team experts, country stakeholders and partners on the UHPR pilot processes to further refine the tools and process and to improve application and use. - Organize the review and update of technical documents based on lessons learnt from the pilots and inputs received. - Update the protocol, methodology, guidance, training material and tools for the review processes taking into account feedback from the pilot in countries and other stakeholders. - Support the development of the methodology and implementation of the UHPR Global Commission Meetings; and support the organization of the Global Peer-review process to prepare the UHPR reports. - Support the development of monitoring tools at national and global levels to monitor and evaluate the implementation of recommendations from UHPR, in Member States that underwent a UHPR pilot, in a standardized approach that facilitates understanding and tracking of the current level of implementation of recommendations. - Support the development of guidance and tools to support Member states in costing a plan for implementation of the recommendations from UHPR, and integrating into national action plans, including the National Action Plan for health security and health development plan. - Coordinate the development of advocacy material and contribute to the UHPR website; to promote and advocate for UHPR Inside and outside the organization, at all levels and across multiple sectors. - Participate in regional and global meetings on health security; to introduce and promote the UHPR, engage more countries in the process and identify partners and donors that can support the process. - Support the work of the Technical Advisory Group. Organize meetings, draft agendas, talking points, presentations and reports; and incorporate advice into the processes, methods and tools of the UHPR. - Work with colleagues of the UHPR WHO secretariat and maintain the cross-cutting areas of work with other Units and Departments (in HQ, ROs and WCOs) for networking and guidance, to further contribute to the UHPR process, particularly the cross-cutting policies of mutual concern. - Prepare the Member States, WHO, and other stakeholder briefings, bulletins, information sessions and governing body processes for the UHPR. - Design and conduct meetings gathering Member States that implemented the UHPR for sharing of experience and lessons learnt, as well as for promoting and advocating for UHPR among candidates Member States. - Support development of appropriate tools and guidance for country level outbreak response and capacity building, based on the lessons from COVID19, and to keep the momentum on the operationalization of the UHPR. - Support in promoting a more inclusive process that brings together communities, civil society organizations and the private sector to improve the effectiveness of regional and global cooperation towards building sustainable capabilities for health emergency response. - Perform any other relevant duties as requested by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced level university degree in medicine, health science or social science. Desirable: Doctorate degree or studies in public health, social or health sciences.

Experience

Essential: At least seven years of combined national and international professional experience in health emergency preparedness and response. Experience in organizing and facilitating in-countries missions for reviews, assessments, monitoring and evaluation of health emergency preparedness and response capacities. Desirable: Relevant experience working within a multicultural and multidisciplinary environment. Experience working for a national authority, WHO or UN.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4952 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
