The World Health Organization serves as the directing and coordinating authority for public health within the United Nations system. WHO seeks to promote health, ensure everyone can attain the highest level of health, keep the world safe and serve the vulnerable through partnerships, people and countries.

The WHO 13th General Programme of Work 2019 -2025 (GPW 13) aims at reaching 3 billion more people between 2019 and 2025 with a focus on three major strategic priorities i.e. 1 billion more people benefiting from universal health coverage (UHC), 1 billion more people better protected from health emergencies and 1 billion more people enjoying better health and well-being. Within the context of the Regional Director’s Vision 2020-2023, Health for All by All, the WHO Eastern Mediterranean region has embarked on a transformation process and is seeking to transform WHO into a fit-for-purpose organization that delivers on its core mandate across the spectrum of needs in the region, which faces many complex challenges, working with partners and with the global community to achieve desired health outcomes, while ensuring that a diverse, motivated, and fit-for-purpose workforce underpins all areas of endeavor. The Technical Officer, Transformation (Communication and engagement) is located in the Chef de Cabinet Office, in the Transformation Unit. The incumbent supports the Chef de Cabinet office in coordination, planning, and implementation of a variety of communication, engagement, and change management activities that contribute to the objective of advancing transformation and making a sustainable impact in the countries.

Within the delegated authority and under the supervision of the Team Lead, Transformation or her designated mandated representative(s), the Technical Officer, Transformation (specialized on Communication and engagement) will:

  1. Support strategic communication on EMRO transformation:- • Support the planning, updating, and continued implementation of the communication strategy for transformation. • Contribute to the communication and advocacy products, particularly the WHO Transformation Newsletter, but also to other work processes related to achieving the SDG targets and providing support to EMR country offices. • Develop compelling stories and content, draught news and other articles, conduct interviews, and collect information for attractive communication products and presentations to different audiences through publications, newsletters, brochures, the web, and social media. • Liaise with the country offices to seek and produce collaborative material for visibility, including photos and videos. • Actively innovate ideas to increase the visibility of transformative actions. • Support coordination, monitor and report on progress, take appropriate follow-up action, and analyze the outcome.

  2. Facilitate staff engagement and change management:- • Produce attractive communication products to engage internal staff in the change process and inform them about the latest transformation activities, processes, and outcomes through internal channels. • Contribute to the organization of various events and meetings with different stakeholders, including the visibility plans, coordinate logistics, draft event-related documents and visibility material, and assist in preparing appealing presentations. • Support all the transformation team meetings at the global, regional, and country levels, particularly with visibility materials and logistics. • Support relaunching and facilitating the regional change network through communication activities and event management. • Act as a member of the secretariat for the Regional Transformation Team.

  3. Knowledge management:- • Maintains a knowledge management system for transformation and supports the team on knowledge management, aligning with organizational standards and contributing to WHO EMRO’s broader learning and knowledge. • Contribute to data and information management on various aspects of relevance to the departments. • Collaborate with the team on reflecting and proposing measures for knowledge management and using knowledge in communication planning and management. • Support developing concepts, templates, productions, and communication plans. • Support developing dissemination plans for communication products. • Other tasks as may be required or assigned by the supervisor.

• As an active [World Health Organization] team member, efficient, timely, responsive, client-friendly and high-quality support rendered to [World Health Organization] and its beneficiaries in the accomplishment of her/his functions, including: o Communication and visibility activities are supporting the advancement and progress in the implementation of the Regional transformation roadmap, particularly in the countries. o Engagement among the staff in the transformation process has increased in the regional office and in the country offices. o Knowledge management has become systematic and well organized, serving as an example to others, and knowledge is efficiently shared with others. • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed
