OBJECTIVES OF THE PROGRAMME

The overall objective of the MIM Programme is to support Member States in the WHO African Region to improve the availability of, and equitable access to, quality-assured and affordable medicines, health products, and health technologies, health infrastructure and equipment towards the attainment of Universal Health Coverage. The Programme achieves this by developing implementing, and monitoring evidence-based policies,strategies and plans[1]to ensure sustainable access by Member States to essential health technologies,blood safety and organ transplants, traditional medicine, health infrastructure and equipment, prioritizing cost-effective best practices. It strengthens the capacity of Member States, through guidance and specialized technical assistance, to: (i)strengthen regulatory systems for quality-assured medicines and other health technologies,blood safety and organ transplant services, products, traditional medicine,health infrastructure and medical equipment, including market surveillance forquality, safety and performance; (ii) In collaboration with the WHO African Assistant Regional Directors cluster, conduct coordinated research in line with public health priorities for the improvement of access to health technologies,including efficient management of intellectual property rights; and (iii) address antimicrobial resistance by strengthening surveillance systems, laboratory capacity, infection prevention and control, awareness-raising and evidence-based policies and practices in collaboration with the antimicrobial resistance (AMR) Unit and other disease control programmes. The Programme also advocates and strengthens partnerships for increased resource mobilization, investments and coordinated support for actions towards improved access to medicines and other health technologies,blood safety and organ transplant services, traditional medicine, health infrastructure and medical equipment, including enhancing regional and sub-regional mechanisms and structures such as the African Medicines Agency. The goal is to enable countries in the WHO African Region to ensure evidence-basedpolicies and strategies are in place to achieve universal access tohigh-quality, integrated, health services, increase the coverage and quality of effective interventions, and to create mechanisms to measure the impact ofthose strategies and interventions.

DESCRIPTION OF DUTIES

Proactively support the implementation of the WHO regional and global strategies/programmes on traditional and complementary medicine and WHO Resolutions, at the regionaland country level, including the development and monitoring of workplans and budgetary proposals, coordinating activities, monitoring, and evaluation, and reporting to the governing bodies; Promote the development of policies, strategies, plans and regulatory framework to facilitate the integration of traditional and complementary medicine practitioners, practices, and products into health systems, including provision of advice and guidance to set safe, efficient, reliable, sustainable,and accepted practices in the field of traditional medicine;Function as a focal point for development and implementation of best practices in traditional and complementary medicine in the Region; establishingalliances and programmes and enhancing regional and international partnerships;and promoting cross-cutting activities while ensuring full collaboration and coordination of activities on traditional and complementary medicine; Promote WHO/AFRO's leadership role in strengthening links between Member States, and fostering technical and normative work in supporting inter-country,inter-regional, and international cooperation through sharing experiences and information in the field of traditional and complementary medicine; Conduct periodic reporting and information management on traditional and complementary medicine, and ensure dissemination of information and sharing of lessons learnt between countries in the region;Ensure the regional strategy's protection of traditional medical knowledge, intellectual property rights, as well as local manufacturing ofpharmaceuticals;Perform other related responsibilities as assigned, including replacing and backstopping for management and other colleagues as required.

REQUIRED QUALIFICATIONS

Education

Essential: Degree in Medicine or Pharmacy, complemented by an advanced degree in Pharmacology/Ethnopharmacology,Toxicology or Clinical Pharmacy. Desirable: An advanced degree or training in quality and safety of herbal products, patient safety, health management andplanning or public health.

Experience

Essential: A minimum of seven years' relevant experience in traditional and complimentary medicine research and development, and management of traditional medicine programmes at the national and international levels with at least five years of experience in resource-limited countries, complemented by experience incapacity building and/or advising national health authorities on traditional medicineand its integration into health services and health systems. Desirable: Experience in the development of guidelines, protocols and standard treatment guidelines on traditional and complimentary medicines for health professionals. Experience in procurement of traditional and complimentary medicine products.

Skills

Demonstrated knowledge of development and management of Traditional Medicine (TRM) policies,strategies, guidelines, and protocols, based on WHO definitions and standards,complemented by sound knowledge of the analysis and management of Healthsystems, medicines, and medical products, as well as the development and implementation of appropriate norms and standards;Demonstrated knowledge in clinical and pharmaceutics best practices with knowledge of PHCand national and community-based approaches, complemented by documented participation in resource mobilization and advocacy activities, while providing technical advice and guidelines;Demonstrated ability to support thedevelopment and implementation of National Health Policies, health systems policies (human resources,health financing, health information, medicines, etc.) and support for health sector reforms in resource limited countries;Proven interpersonal skills with ability to promote consensus, communicate progressand results, and resolve issues in a proactive manner, while ensuring effectivework practices and ethics;Diplomacy,tact, and courtesy.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 77,326 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3338 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
