OBJECTIVES OF THE PROGRAMME

Tobacco use is currently responsible for more than 1 million deaths every year. As part of the Bloomberg Initiative to Reduce Tobacco Use (Bloomberg Initiative), WHO works to promote stronger tobacco control policies in China and to support China to meet its obligations under the WHO Framework Convention on Tobacco Control (FCTC) through strategic advocacy, communications, high level policy analysis and advice, and provision of technical assistance to the Chinese government.

WHO's work in China focuses on smoke-free public places policies, a comprehensive ban on tobacco advertising, promotion and sponsorship, strengthened cigarette pack health warnings, increased tobacco taxes, and effective smoking cessation interventions.

DESCRIPTION OF DUTIES

Under the supervision of the P4-Technical Officer (Tobacco Free Initiative-TFI), the incumbent will carry out the following duties:

1. Liaise with the National Health and Family Planning Commission, other government agencies, and international and national partners to implement TFI projects and policies;

2. Work closely with the TFI Technical Officer on planning, monitoring and evaluation of TFI projects and programmes, including project management of specific projects;

3. Lead WHO China's Chinese language social media work on tobacco control;

4. Organize and participate in meetings, as required, with National Health and Family Planning Commission, other government agencies, and international and national partners relevant to TFI projects and policies;

5. Prepare regular project updates and reports to the donor as required; and

6. Perform other relevant duties as required.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in health-related field from a recognized university Desirable: Graduate degree in public health or related field.

Experience

Essential: Minimum two years work experience in public health with experience on tobacco control policies and principles. Desirable: Experience working in Chinese language social media design and execution. Experience working in an international organization.

Skills

-Knowledge of tobacco control policies and principles.

-Knowledge in programme planning, project management, implementation, monitoring and evaluation of TFI control programmes.

-Excellent interpersonal and communication skills.

-Ability to work in a diverse developing country setting.

-Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain high standards of personal conduct.

REMUNERATION

Remuneration comprises an annual base salary starting at CNY 515,597 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
