OBJECTIVE OF THE OFFICE/DEPARTMENT

The Noncommunicable Diseases and Mental Health (NMH) Department promotes, coordinates, and implements technical cooperation activities, directed at the prevention and control of noncommunicable diseases (NCDs) and related risk factors, mental, neurological and substance abuse disorders and disabilities, promotion of optimal nutrition and road safety, and violence prevention, that are evidence-based and appropriate for the political and sociocultural context in which they are implemented. It raises political and public awareness and understanding of the burden of the most common NCDs and mental disorders, related risk factors and conditions and leads multi-sector and multi-stakeholder strategic and collaborative efforts aimed at strengthening Member States' capacity to promote and protect health through public policies, programs, and services. This will reduce risks and disease burden and contribute to improving the physical, mental, and social well-being of the population.

The Technical Officer is a member of the Risk Factors and Nutrition Unit (NMH/RF) within the Department of Noncommunicable Diseases and Mental Health (NMH). The incumbent will assist the Unit Chief and Tobacco Control team in ensuring effective planning, budgeting and management of the Bloomberg Initiative to Reduce Tobacco Use in the Americas (The Initiative), including monitoring and assessment, and resource mobilization consistent with the Organization’s policies, guidelines and procedures. He/she will facilitate the coordination among the Initiative teams and support them in program management issues; coordinate the performance monitoring and assessment of the Initiative and related projects and support the execution of the Initiative and the implementation of the funds assigned to it. The incumbent works in close coordination and interaction with the entity’s Administrative Team. He/she must exercise initiative, leadership, team building skills, good judgment, tact, and negotiation abilities in order to maintain good working relationships and technical dialogue with officials at regional, subregional and country levels and within and outside the Organization, particularly with WHO and the donor.

DESCRIPTION OF DUTIES

Under the general supervision of the Director, Noncommunicable Diseases and Mental Health (NMH), and the direct supervision of the Unit Chief, Risk Factors and Nutrition (NMH/RF), the incumbent will be responsible for, but not necessarily limited to, the following assigned duties:

  1. Provide technical support for the implementation and management of the Bloomberg Initiative to reduce tobacco use in the Americas, including resource coordination, budgeting, performance monitoring and assessment, reporting and use of evaluation tools to support the sound management of extra-budgetary funds;
  2. Engage with WHO and other counterparts’ efforts for strategic and operational planning, programming, budgeting and resource coordination and mobilization to enable effective implementation of the Bloomberg Initiative in the Americas;
  3. Provide technical support to Member States to implement the MPOWER six proven tobacco control strategies under the Initiative and in line with WHO and PAHO mandates on tobacco control;
  4. Participate and assist in the planning and execution of capacity building activities on tobacco control such as training workshops and technical missions;
  5. Collaborate in the production of technical documents, factsheets, presentation materials, guides, tools and reports on tobacco control and assist in disseminating information in the Region;
  6. Maintain effective partnerships with all the Initiative stakeholders to exchange critical and technical information and resolve issues and to ensure that implementation of activities and results are achieved as planned;
  7. Collaborate on the operational planning, monitoring and evaluation of the tobacco control team activities as related to Strategy and Plan of Action to Strengthen Tobacco Control in the Region of the Americas 2018-2022 as well as PAHO Strategic Plan and Biennial Work Plan;
  8. Participate as a member of the RF Unit team to contribute to the successful implementation of the Unit’s activities;
  9. Participate actively in relevant working groups, meetings and fora; compile reports and present analyses on relevant programmatic issues;
  10. Conduct research on technical areas, as directed; obtain and share information on project-related issues;
  11. Perform other related duties, as assigned.

REQUIRED QUALIFICATIONS

Education****:

Essential: A bachelor’s degree in a health or social science or in any other field related to the functions of the position, from a recognized university.

Desirable: A master’s degree in public health, public policy, public administration or a field related to the functions of the position from a recognized university would be an asset.

Experience****:

Essential: Seven years of combined national and international experience in the fields of public health, public policy or socio-economic development.

Desirable: Practical experience working in public health projects at the international level in Latin America and the Caribbean. Experience working in tobacco control would be an asset.

Very good knowledge of Spanish or English with a working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.

Demonstrated ability to effectively use current technology and software, spreadsheets and presentations, as well as Enterprise Resource Planning (ERP) and management information systems. Other IT skills and knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, and Word are considered essential.

$3,993.07 This amount is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
