Salary

The salary for this job should be between 207,103 USD and 259,547 USD.

The international rate of 110,869 USD, with an additional 86.8% (post adjustment) at this the location, applies. Please note that depending on the location, a higher post adjustment might still result in a lower purchasing power.

OBJECTIVES OF THE PROGRAMME

The Global TB Programme (GTB) leads and guides the global effort to end the TB epidemic through universal access to people-centred prevention and care, multisectoral action and innovation. GTB specifically:

1) provides global leadership to end TB through strategy development, political and multisectoral engagement, strengthening review and accountability, advocacy, and partnerships, including with civil society;

2) shapes the TB research and innovation agenda and stimulates the generation, translation and dissemination of knowledge;

3) develops policy options, norms and standards for TB prevention and care and facilitates their implementation;

4) provides specialized technical support for Member States and partners, working with WHO regional and country offices to catalyse change and build sustainable capacity; and

5) monitors, evaluates and reports on the status of the TB epidemic and progress in financing and implementation of the End TB Strategy at global, regional and country levels.

DESCRIPTION OF DUTIES

1. Lead and manage the global monitoring and reporting of TB financing through GTB's annual cycle of global TB data collection from all Member States and the annual WHO global TB report.

2. Lead and manage GTB support for the design, implementation, analysis, and reporting of national TB patient cost surveys to ensure major progress at global and national levels in monitoring one of the high-level indicators of the End TB Strategy.

3. Based on results from national TB patient cost surveys as well as related economics and financing analyses, lead GTB support for national policy formulation and review of approaches to mitigate patient costs, including through advancing universal health coverage, enhancing social protection, and promoting actions to address the broader social, economic and biological determinants of TB through multisectoral collaboration and actions.

4. Lead or contribute to other analyses to inform the development and implementation of evidence-based innovations to prevent, detect and treat TB and address the social impact of disease, based on the End TB Strategy.

5. Support WHO Offices and partners in assisting Member States to adapt and implement WHO-recommended strategies and policies, including through use of budgeting and costing tools, development of TB investment cases and rapid uptake of effective innovative tools and interventions.

6. Contribute to resource mobilization and partner collaboration for GTB efforts overall and specifically in the areas under the remit of the incumbent.

7. Contribute to other high priority work in TME specifically and GTB more broadly, as appropriate.

REQUIRED QUALIFICATIONS

Education

Essential: An advanced level university degree in economics or closely related subject. Desirable: A postgraduate degree (Ph.D) in health economics, health financing or closely related subject.

Experience

Essential:

  • A minimum of 10 years of national/international experience in work related to health economics and financing, including at least 5 years in a university or equivalent research setting.
  • Experience in managing a team.
  • Experience using economic, financial and other data for health policy translation at national level, including in the context of policies related to universal health coverage.
  • Experience in financial monitoring related to health, the design and implementation of costing studies from a provider and patient perspective, and the development and maintenance of tools to support costing and budgeting at country level.
  • Proven track record of scientific publications.

Desirable:

  • Experience of health economics and financing analyses related to TB.
  • Experience with other development agencies and national health authorities through long-term assignments at country level.
  • Experience of working in a WHO Country or Regional Office.

Skills

  1. Proven ability to lead the conceptualization, establishment and successful implementation of a major new area of work related to health economics and financing.
  2. Proven ability to lead the design and coordination of research studies related to health economics and financing, and support for transfer of knowledge into policy and practice at national level.
  3. Excellent data management and analytical skills, including an expert level of proficiency in either Stata or R.
  4. Sound understanding of health systems challenges, and the social determinants of disease.
  5. Ability to identify key operational, social and cultural constraints to implementing health sector strategies and related public health interventions and formulate approaches to address them in a systematic manner, linked with ongoing actions beyond disease control efforts.
  6. Excellent interpersonal skills with the ability to guide and motivate others, and to advise, cooperate and negotiate with Member States, technical agencies and donors.
  7. Excellent presentational skills and ability to communicate (orally and in writing) in a clear and concise manner with various target audiences.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 90,664 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 6173 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
