OBJECTIVES OF THE PROGRAMME

Primary Health Care (PHC), as a whole-of-society approach for health, is rooted in social justice and solidarity, which makes it a unifying strategy and a cornerstone for achieving the Universal Health Coverage. Evidence shows that PHC-based health systems are efficient, effective and that they deliver equitably. The WHO 13th General Programme of Work (GPW13) emphasizes on strategic shifts by stepping up leadership role of WHO, focusing global public health goods on impact in countries, and working in an integrated way avoiding fragmentation and programme silos. Guided by the GPW13, the SP-PHC is a flagship programme of the organisation and the WHO Transformational Agenda describes the SP-PHC as an agile and cross-cutting initiative that connects the GPW13 triple billion priorities, enhancing technical coherence and synergies and thus presenting an opportunity for adapting a new-way-of working. The vision for the Special Programme on Primary Health Care (SP-PHC) is to support Member States to achieve healthy lives and well-being for all by building people-centred, resilient and sustainable PHC-based health systems that uphold the right to health, promote social justice, empower individuals and communities and address the determinants of health. Within the SP-PHC, the mission of the System's Governance and Policy Unit (SGS) is to support countries to exercise leadership in the health system and to perform their stewardship responsibilities. It supports countries to improve the way they build and govern their health systems and develop national health planning processes, reform their institutions, empower communities, engage with the private sector and improve accountability, and adapting policy dialogue to a rapidly changing environment. This includes strategic planning (development, implementation and monitoring of robust National Health Policies, Strategies and Plans), institutional reforms, laws and regulations, engagement with nonstate actors and accountability, and, for those concerned countries, donor coordination in line with the principles of UHC2030/IHP .

DESCRIPTION OF DUTIES

1.Contributes to the development of the organization's normative work for strengthened health system governance on one or more of SGS workstreams, including strengthening of national health policies strategies and plans, health systems governance and aid effectiveness, laws, private sector engagement, social participation, institutional strengthening and addressing health systems corruption.

2.Supports Member State and partner implementation of SGS normative work.

3. Contributes to SGS work on capacity building.

4. Participates in the collaboration and synergies with other departments, clusters and stakeholders outside the Organization on areas of common programmatic interest.

5. Upon delegation, represents WHO at interagency, international, regional, and national meetings related to the programme area.

6. Undertakes any other duties as requested by Unit Head SGS and Director SP-PHC.

REQUIRED QUALIFICATIONS

Education

Essential: A first level university degree in public health, social science, political science, law, economics or development studies. Desirable: An advanced university degree in public health, social science, political science, law, economics or development studies in public health- related field would be an asset.

Experience

Essential:

  • At least five years' experience in health system governance or similar health systems field with two years international experience.

    Desirable:

  • Experience in managing networks and communications with multiple stakeholder groups is highly desirable.

  • Demonstrated experience in writing and publishing in peer review journals in areas relevant to health systems governance and policy.

Skills

  • Technical expertise in health system governance and policy or a related health system topic, for example, workforce, service delivery, or in health economics.
  • Ability to provide methodological and technical advice and guidance to stakeholders and partners in countries, technical programs and other organizations in the subject area.
  • Ability to work effectively with colleagues at regional, inter-country and country levels.
  • Demonstrated writing and analytical skills to prepare a variety of documents and briefing materials with the ability to integrate, synthesize and communicate complex concepts and ideas.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 64,121 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4681 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
