OBJECTIVES OF THE PROGRAMME

The WHO Western Pacific Region (WPR) is made up of 37 countries and areas. Serving the diversity of people and health situations requires a solid understanding of the evolving and dynamic social, cultural, economic, epidemiologic and demographic patterns and trends and the development levels of countries and areas in the Region. The Division of Programme Management provides overall direction and coordination of regional technical cooperation through programme development and operations, country support and editorial services with countries and areas in the Western Pacific Region.

DESCRIPTION OF DUTIES

The incumbent supports the coordination of relevant programmes and teams within the Regional Office and across the Organization to ensure timely and well-coordinated approach in supporting countries to cultivate our “operational shifts” highlighted in “For the Future”. The incumbent shall also support teams and responsible technical officers in providing answers to priority questions quickly, supported by evidence and data.

The incumbent reports to the immediate supervisor, the Director, Programme Management (DPM), under the guidance of the Regional Director. S/he will have a close working relationship with all related technical units and relevant professional and administrative staff in the WHO Regional Office and country offices to facilitate coordinated approaches to effective coordination, programme management and implementation.

Within the scope of work defined by policy guidelines and programme objectives, and under the guidance of the immediate supervisor, the incumbent works as a member of the Strategic Knowledge Hub (SKH) programmes in the different technical divisions in coordinating teams within the Regional Office and across the levels of the Organization.

In close collaboration with and under the day-to-day guidance of the Director, Division of Healthy Populations (DHP), the Compliance and Risk Management Officer (CRM), and the Technical Officer, Country Support Unit – with overall guidance of the Director, Programme Management (DPM), and leadership/direction of the Regional Director, the incumbent will support coordination of the Strategic Knowledge Hub (SKH) programme and consultants. The incumbent will also build capacity for the use of the hypothesis-driven and other approaches, working closely with relevant programmes/units as well as with Member States and/or partners, as appropriate, to accelerate implementation of "For the Future” and will perform the following key duties:

  1. To coordinate the SKH programme and consultants, including the design and execution of the SKH induction and through day-to-day mentoring.
  2. To build capacity among SKH consultants, as well as staff across the Regional Office and Country Offices, to utilize the hypothesis-driven and other approaches.
  3. To contribute to and manage the "projects"/quantitative and qualitative research being undertaken by consultants, across the Regional Office and country offices, and supporting Member States and partners as requested.
  4. To prepare reports and/or presentations with appropriate data analyses, interviews, either through field participation or collection and analysis of available data; and
  5. To provide other support as requested by the Regional Director and Division of Programme Management.

REQUIRED QUALIFICATIONS

Education

Essential:

  • University degree (Bachelor or higher) in the field of natural and social sciences or related field from a recognized university

Desirable:

  • Advanced university degree (Master's or higher) in related field

Experience

Essential:

  • At least one year work experience in international health at national or international level
  • Previous experience in managing research, quantitative and qualitative analysis on international and national issues

Desirable:

  • Previous experience in working at the World Health Organization, applying hypothesis-driven approach

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 49,254 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1,474 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
