OBJECTIVES OF THE PROGRAMME

The mission of the Group on Data, Strategy and Innovation (DSI) is to support countries to attain universal coverage of health services for better and equitable health outcomes.

The development of a sound vision of Member States' health futures that reconcile societal, environmental and economic development with the country's health and development ambitions is a critical precondition for a health system transformation approach that puts countries on a sustainable development trajectory towards a health system that is 'future proof'. Such development needs to be rooted in the generation of relevant data, their sound analysis, the maximization of innovation, and a central positioning of universal health coverage (UHC) as a shared platform for health service delivery. The objective of the Group is to be a driver, facilitator and technical lead of processes that enable a strategic dialogue for health system transformation in Member States building based on close collaboration across the divisions in the Regional Office andwith country offices, and in consultation with headquarters.

DESCRIPTION OF DUTIES

Under guidance of the Director and direct supervision of the Coordinator, Strategic Dialogue, the Technical Officer acts as the focal point for the organization of a strategic dialogue in Member States on the future of health, aiming to help Member States develop longer-term transformation agendas for the health sector. To achieve this objective, the incumbent is assigned the following main duties:

1. Liaise with country offices to determine and document opportunities for initiating a strategic dialogue and its potential interfacing with other country level health and development planning processes.

2. Identify potential partners that can support the organization and/or implementation of a strategic dialogue and maintain ongoing relations.

3. Facilitate the development of a methodological approach to the organization of health strategic dialogues and relevant tools, in consultation with experts across the Regional Office and partners.

4. Coordinate the preparation of generic and country-specific background material, as well as other inputs that are supportive of conducting the strategic dialogue.

5. Facilitate the implementation of strategic dialogues in countries, both technically and organizationally.

6. Establish and maintain a system to systematically track progress in strategic dialogues and document their outcomes in a way that they can inform other ongoing dialogues and the broader public health community.

7. Support the development of country-specific transformation agendas and their publication as appropriate.

8. Perform other duties as requested by the Director.

REQUIRED QUALIFICATIONS

Education

Essential: Relevant university degree from a recognized university. Desirable: Master's degree or higher in management, business administration and/or public health.

Experience

Essential: Minimum of five years' relevant work experience in public health or other relevant field/s. Desirable: Relevant experience within WHO or other UN organizations at international level. Experience in managing and implementing public health projects. Experience using strategic dialogue processes.

Skills

-Good knowledge of the dynamics of the international public health work;

-Ability to provide technical support to countries;

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2495 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
