OBJECTIVES OF THE PROGRAMME

Within the Business Operations division, SHW develops and implements health policies to protect and promote staff health and advises management on measures to ensure a safe and healthy work environment at all levels of WHO as well as IARC, ICC, and UNAIDS. SHW provides preventive medical and psychosocial care,first aid and emergency care for staff and acts as medical adviser on staff insurance and disability matters. SHW also provides medical and psychosocial support to WHE and deployed personnel before, during and after deployment.

DESCRIPTION OF DUTIES

1. To provide technical guidance and health support planning for WHO personnel in the context of emergencies, including : pre-deployment recommendations, medical evacuation and mass casualty incident plans.

2. To prepare health risk assessments in duty stations where WHO employees are deployed.

3. Contribute to the maintenance of the department Standard Operating Procedures (SOPs) to ensure efficient operations while minimizing response time, risks, and delays.

4. Contribute to department Risk Management, to ensure risk-informed decision making and maximize the delivery of results.

5. Contribute to the monitoring of efficiency Key Performance Indicators. Analyze existing processes, workflows, and SOPs to identify common inefficiencies or sources of delay in the product development process and lead or participate in the design, development, and implementation of solutions to address them, including systems/platform solutions, when necessary.

6. Provide technical support to the overall programme management, grants management, budget, work planning, including the development, day-to-day operation, monitoring and evaluation of work plans to ensure the effective execution of SHW programmes.

7. Collaborate, with technical leads and other teams, in the development, implementation and monitoring of the technical, operational and HR work plans.

8. Attend various project management meetings, coordinate relevant activities, ensure predictable follow-up on agreed action points with relevant stakeholders.

9. Develop technical and information resources, including training resources, and respond swiftly to ad hoc requests for information or support.

10. Collaborate with other experts within the Department and Division for continuous improvement in the service model and to manage access by Responsible Technical Officers and Teams to available technical resources.

11. To assist Staff Health and Wellbeing (SHW) Director in all SHW projects.

REQUIRED QUALIFICATIONS

Education

Essential:

  • A first-level university degree in health sciences, health policy/planning, economics, social development, social sciences or international relations, or another field relevant to the position.
  • Project management and finance course or training.

Desirable: An advanced university degree in health policy/planning, economics, social development, social sciences or international relations from a recognized/accredited institute.

Experience

Essential:

  • At least 2 years in the field project management in an international organization supporting senior executive leadership.
  • Experience in the coordination of multiple technical partners, agencies and stakeholders as well as experience is developing partnerships with public or private organizations.
  • Relevant work experience with WHO or another organization of the UN system, including experience in emergency planning, strategic planning, development of health policies and strategies, external relations, project management, and policy analysis, or related field (or any combination of the foregoing).
  • Familiarity with an Enterprise Resource Planning (ERP) system.

Desirable:

  • Work experience supporting senior executive leadership in a large (national or multinational) organization.
  • Experience in business process management and managing IT / platform development projects. ).
  • Familiarity with principles of change management.
  • Experience at WHO or another UN Organization

Skills

  • Wide and relevant experience in the development of strategic documents and technical guidance in the context of response to emergencies and operations.
  • Proven experience in the coordination of multiple technical partners, agencies and stakeholders as well as experience in developing partnerships with public or private organizations.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 49,254 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3156 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
