OBJECTIVES OF THE PROGRAMME

The Division of Country Health Policiesand Systems (CPS) assistscountries in the Region with the design and implementation of appropriatehealth policies and systems to strengthen universal health coverage. It worksto strengthen data-driven, evidence-informed, contextually tailored healthpolicy development and implementation at national, regional and local levels,taking an inclusive approach across the life course. The Division advocatesstrengthening of public health leadership, focusing on implementing policiesthat are people centred, promote health, prevent illness, and address thesocial and economic determinants of health, while fostering leadership onequity, human rights and gender mainstreaming in health. It focuses on buildingcapacity for health systems innovation to enable the sustainable delivery ofhigh-quality primary health and community services that are effectively linkedto hospitals, and mental health, public health and social care services. To doso, CPS supports country efforts to facilitate access so as to leave nobodybehind, to improve financial protection, to strengthen the health workforce, toincrease access to affordable medicines and technologies, and to promote theuptake and implementation of digital technology. The WHO country office works with the National Authorities toachieve the highest standard of health as a fundamental human right, based onequity and on SDGs principle of leaving no one behind. WHO actions areengrained in the WHO 13th General Programme of Work with its 3 prong objectivesof promoting healthier populations, keeping the world safe through addressinghealth emergencies, and protecting the vulnerable through Universal HealthCoverage. WHO's mandate revolves around six core functions: (i) providingGlobal Health leadership; (ii) shaping the health research agenda; (iii)setting norms and standards; (iv) articulating evidence-based policy options;(v) providing technical support to countries; and (vi) monitoring and assessinghealth trends. The WHO Country Office is an integral part of the WHO RegionalOffice for Europe. Its main role is to facilitate and coordinate all WHOactivities at country level and to implement the European Programme of Work2020-2025 - “United Action for Better Health in Europe” which sets out a visionof how the WHO Regional Office for Europe can better support countries inmeeting citizens' expectations about health. WHO at country level delivers this through practical,actionable and country focused solutions to health challenges, keeping inperspective that achieving health and well-being is a whole-of-societyendeavor; This is done through facilitating the implementation of the BiennialCollaborative Agreement with the country and its corresponding workplan. Mentalhealth was prioritized in the European Programme of Work 2020-2025 as aflagship programme followed by launch of the Pan-European Mental HealthCoalition in 2021 to mobilize nationalleaders, professionals, members of civil society, representatives ofinternational organizations and experts for collaboration and mainstreamingmental health in global agenda, integrating mental health into emergencyresponse and recovery efforts, strengthening mental health systems and servicesas well as promotion of mental health across the life course. The WHO CountryOffice maintains good working relations and ensures information exchangebetween the country and WHO, policy and strategic guidance on Health issues toall national and international partners in the country, provision of directtechnical expertise when needed and aims at more community engagement andparticipation, and to promote health equity.

DESCRIPTION OF DUTIES

The purpose of the post isto provide technical support and coordination of the health systemstrengthening aimed at modernization and improving of service delivery acrosslevels of care. To support the WHO County Office mission in guiding the Ministryof Health of Ukraine and all relevant stakeholders in service delivery toaccelerate progress towards Sustainable Development Goals 3,4,5 and 10.Key duties: Provide technical assistance developing, implementing, and evaluatingnational strategies and policies affecting health services delivery.Provide technical assistance in updating and adapting relevantguidelines related to health service delivery, including specialised care,continuity of care and patient pathways, access to care and the health serviceprovider networks. Provide technical assistance in updating and adapting relevantguidelines, materials, and tools in service delivery approach. Contribute to research and other analytic work on service delivery bytranslating global and regional evidence to country context and needsCoordinate together with MOH joint actions such as working groups,roundtables, meetings to facilitate both health service delivery strategydevelopment and implementation at national and subnational levelsUndertake jointly with MOH counterparts regular monitoring of theimplementation of the BCA activities related to service delivery and facilitatesmooth information flow between MOH and other involved institutions throughsharing of reports, guidelines, and meeting minutesPrepare the missions for WHO staff and external consultants addressingservice delivery programme area and follow up on their recommendationsPrepare regular reports and updates to WHOCO and EUROFacilitate partner and stakeholder coordination in the area of servicedelivery in UkraineExplore opportunities for fund raising and contribute to proposaldevelopment to ensure adequate resources are available to conduct the plannedactivities related to service deliveryAssist in executing other tasks as requested by the WR and the HealthPolicy AdviserProvide support to cross-office and intercountry activities as requested

REQUIRED QUALIFICATIONS

Education

Essential: University degree (atBachelor's level) in medicine or related field. Desirable: Master's degree in the above or advanced training in health economics,public health, or health systems.

Experience

Essential: At least two years of relevant professional experience in providinghealth services, or/and working on public health related projects and research.Demonstrated experience implementing and/or managing projects or projectactivities. Desirable: Relevant work experience on health services and health systems within WHOand/or UN agencies or other international organizations.

Skills

REMUNERATION

Remuneration comprises an annual base salary starting at USD 38,776 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
