OBJECTIVES OF THE PROGRAMME

For the Future: Towards the Healthiest and Safest Region outlines a vision for WHO work with Member States and partners in the Western Pacific. Strong, resilient, sustainable health systems are integral to delivering the four thematic priorities. Up to 60% of people living in some countries in the Region do not have access to safe, quality and affordable health services and medicines. One in five families spend 10% of their income on health care. This threatens individuals, families, communities and economies. The Division of Health Systems and Services (DHS) will contribute to taking for the vision of, and the thematic priorities in For the Future. DHS will support Member States with high quality advice and assistance on health financing, health workforce, medical products, quality and safety, law and governance, women and children, rehabilitation, surgery and health services including primary health care so that they can build resilient, responsive and sustainable health systems.

Maternal Child Health and Quality Safety (MCQ) MCQ supports Member States to improve health systems to provide the best and safest possible health facility services to all people, regardless of race, beliefs, gender, economic and social condition and to ensure universal health coverage serves all people, starting from women and children.

DESCRIPTION OF DUTIES

Under the supervision of the Coordinator, MCQ, with the general guidance of the Director, Health Systems and Services and working across teams, the incumbent shall provide technical expertise in the area of safe and affordable surgery (SAS). In particular, the incumbent is expected to:

  • Lead implementation of the Action Framework for Safe and Affordable Surgery in the Western Pacific Region (2021–2030);
  • Support Member States to develop and implement national policies and strategies to improve access, availability and quality of surgical care;
  • Facilitate collaboration between SAS stakeholders at Regional Office and country levels, including programme managers, hospital staff and other country stakeholders to ensure that actions address local priorities and key system’s needs, while leveraging available local expertise and resources;
  • Collaborate across teams to design the safe and affordable surgery approach of the Western Pacific Region, guided by the vision of For the Future and the objectives of this programme and based on contexts and needs of countries;
  • Develop and implement quality improvement approaches to support effective delivery of surgical services including use of surgical assessment and planning approaches to identify gaps and plan actions; and improving access to remote training and supportive supervision;
  • Develop strategies for procurement, installation, use and maintenance of essential surgical, sterilization and audio-visual equipment;
  • Develop a regional SAS monitoring and evaluation indicator framework; tools and methods for regular collection and use of SAS data; and assist countries to collect, analyse and use data for programme monitoring and planning;
  • Conduct operational research in collaboration with country stakeholders; draft documents on relevant SAS country initiatives; and provide information, data and other information to support SAS stakeholders to introduce evidence-based approaches that are aligned to regional and country strategies;
  • Review and develop SAS accreditation, regulation, licensing and pre-service training systems for long-term sustainability;
  • Coordinate regional Member State consultations to accelerate implementation of the Action Plan for Safe and Affordable Surgery in the Western Pacific Region (2021-2030); and
  • Perform other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: Degree in medicine, nursing, or other relevant clinical discipline with a master's degree (or higher) in public health or other related field. Desirable: Specialization in surgery, anaesthesia, obstetrics or surgical/anaesthetic/obstetric nursing or equivalent.

Experience

Essential: At least seven years of international experience or national experience with some international exposure in clinical medicine and/or public health. Desirable: Experience with planning, monitoring, and evaluation of programmes to improve access to surgery, anaesthesia or obstetric care. Experience working in low-and middle-income countries, preferable in countries in the Western Pacific Region.

Skills

Practical public health knowledge based on experience in establishing and scaling up public health programmes using health system approaches that enabled improving quality, safety and accessibility of service delivery.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3037 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
