OBJECTIVES OF THE PROGRAMME

The WHO Centre for Health Development (WHO Kobe Centre-WKC) is a global research centre operating as a department under the WHO Headquarters. WKC conducts research that could translate to policies and actions to help countries accelerate the implementation of sustainable health policies. WKC produces and disseminates evidence through WHO and scientific publications, policy and evidence briefs, and other forms of communication. WKC collaborates with researchers, academics, practitioners, and interacts widely across WHO offices in HQ and the regions. Whereas WKC is a global centre, it also has a local role to collaborate and share knowledge among stakeholders in the Kansai region of Japan.

DESCRIPTION OF DUTIES

  1. Collaborate as a team in developing new research programs, including scoping technical topics relevant to the WHO Secretariat, identifying partnerships within the WHO Secretariat, identifying collaborators external to WHO, and identifying possible sources of funding to expand on research priorities.
  2. Maintain close collaborations on research priorities with the related departments WHO at HQ and regionally.
  3. Manage the entire cycle of research undertaken by external collaborators, including carrying out background research to understand research gaps, contribute to issuing specific calls for proposals addressed to the respective research communities in academia, NGOs and government related agencies.
  4. Manage the screening and evaluation of proposals based on technical merit, assessing value for research funding; management of WHO ethics review and approval processes.
  5. Support to commissioning the research; monitoring progress; and evaluating outcomes.
  6. Support the dissemination of research and increasing WKC visibility through publications, maintaining website updates, developing policy and evidence briefs, and participating in media, communications and dissemination activities.
  7. Support other programmatic areas and research projects in WKC as needed.
  8. Perform other duties as required and appropriate.

REQUIRED QUALIFICATIONS

Education

Essential: First level university degree (Bachelor levelor or above) in research methods, public health, health policy and management, health economicsor related subjects. Desirable:

Experience

Essential: At least 5 years of relevant experience in managing research projects. Desirable:

  1. Relevant experience in WHO or another UN agency an asset.
  2. Experience in Oracle-based or other ERP systems an asset.
  3. Knowledge of STATA or other relevant statistical programs an asset.

Skills

  1. Substantial academic publication record in technical areas relevant to WKC research programs including universal health coverage or health emergencies.
  2. Knowledge of research methods and design as demonstrated in publication record.
  3. The ability to multitask and work independently when required.
  4. Strong technical writing skills.Sound organizational skills.
  5. Sound knowledge and skills using a variety of office and computer packages.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,692 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3046 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
