OBJECTIVES OF THE PROGRAMME

For the Future: Towards the Healthiest and Safest Region outlines a vision for WHO work with Member States and partners in the Western Pacific. Strong, resilient, sustainable health systems are integral to delivering the four thematic priorities. Up to 60% of people living in some countries in the Region do not have access to safe, quality and affordable health services and medicines. One in five families spend 10% of their income on health care. This threatens individuals, families, communities and economies. The Division of Health Systems and Services (DHS) will contribute to taking forward the vision of, and the thematic priorities in For the Future. DHS will support Member States with high quality advice and assistance on health financing, health workforce, medical products, quality and safety, law and governance, women and children, rehabilitation, surgery and health services including primary health care so that they can build resilient, responsive and sustainable health systems.

Maternal Child Health and Quality Safety (MCQ) Unit supports Member States to improve health systems to provide the best and safest possible health facility services to all people, regardless of race, beliefs, gender, economic and social condition and to ensure universal health coverage serves all people, starting from women and children.

DESCRIPTION OF DUTIES

Under the supervision of the Medical Officer (Reproductive, Maternal and Child Health), the incumbent is assigned with the following responsiblities:

1. Develop and update as necessary, the standard on the quality of health care which encompasses hospital management and clinical standard through design-test-assess-revise cycle; 2. Develop operational tools (e.g. assessment tools, standard operating procedures for the assessors) for the integrated health care quality assessment and improvement; 3. Capacity-development of the government officials and assessors to operationalize the integrated health care quality assessment and improvement; 4. Provide technical support focusing on Reproductive, Maternal, Newborn, Child and Adolescent Health (RMNCAH) to develop, test and roll out effective intervention for improving clinical quality; 5. Develop and update as necessary the Essential Health Service Package (EHSP) with definition of the essential equipment, commodities and trained human resource by each facility level; 6. Analyse data on service utilization, readiness and clinical quality to support the Ministry of Health (MOH) to continuously improve efficiency and equity of the service delivery model; 7. Strengthen coordination mechanism among MOH and partners in implementing the National Strategy and Action Plan on RMNCAH 2016-2025, especially in co-financing and monitoring expenditure using existing technical working group (TWG); 8. Support MOH to shift from segregated operation by each programme to more integrated people-centred RMNCAH service provision through the life-course, also aiming smooth transition from external funding to domestic financing; 9. Support MOH on data-based policy-making and implementation on safe provision of essential RMNCAH services with quality in the time of COVID-19 pandemic; 10. Develop capacity of the Government on data-based policy-making and routine monitoring and planning for the implementation of the National Strategy and Action Plan on RMNCAH 2016-2025; and 11. Provide technical advice in the consolidation and implementation of country programmes such as antenatal care, abortion and post-abortion care, emergency obstetric care and early essential newborn care.

REQUIRED QUALIFICATIONS

Education

Essential: Relevant first university degree in medicine or health-related field. Desirable: Advanced university degree (master’s level or higher) or training in public health.

Experience

Essential: Minimum of five years' experience in reproductive, maternal, newborn and child health including exposure at international level. Desirable: : Experience in assessment and improvement on quality of health care in Asian countries, especially in the Lao People’s Democratic Republic is an advantage.

Skills
  • Have a broad knowledge of principles, practices, methodology and techniques in public health, quality of health care, RMNCAH technical areas including teaching and advisory techniques at the international level.
  • Relevant skills and work experiences on quality of health care and/or patient safety.
  • Excelllent interpersonal skills, ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct.
  • Ability to interact with and to advice the Government ang MOH counterparts on policy and technical areas related to quality improvement and to develop effective working relationships with senior decision-makers and officials in a variety of settings and cultures.
  • Understanding of the principles of results based management and ability to develop plans, organize resources and take actions to ensure objectives are archieved within realistic timelines.
  • Ability to quickly acquire a thorough working knowledge of essential WHO procedures, policies and rules and regulations that support WHO's presence in countries.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1796 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
