OBJECTIVES OF THE PROGRAMME

To provide technical support to the Ministry of Health & Sports in the development and implementation of evidence-based RMNCAH policies and strategies, in order to provide access and quality health services to women, children and adolescents in an equitable manner. Assist in the harmonization of national and international efforts to ensure strengthening and improving RMNCAH programme. Assist in promotion of national RMNCAH programme with appropriate government commitment and support for RMNCAH programme, in close collaboration with national and international organizations responsible for contributing to strengthen and improve RMNCAH. Help identify package of essential servicesfor roll out at state, regional and township levels, to implement the National Health Plan 2017-2021.

DESCRIPTION OF DUTIES

Under the overall guidance of the WHO Country Representative to Myanmar, the Technical Officer, RMNCAH, in close consultation with relevant technical teams at WHO SEARO and WHO HQ, regularly undertakes situation analysis in reproductive, maternal, newborn, child and adolescent health and provides technical assistance to the national authorities in all aspects of RMNCAH as follows:

1. Provide technical support to the Ministry of Health & Sports and its technical departments in the development, review and implementation of reproductive, maternal, newborn, child and adolescent health policies and strategies, to attain the relevant health-related sustainable development goals;

2. Support the adaptation of global and regional evidence based policies, strategies and plans for reproductive, maternal, newborn, child and adolescent health to fit the context of Myanmar, with a view to reducing risk, morbidity and mortality, and improving health across the life course to attain universal health coverage;

3. Support the adaptation of global and regional WHO guidelines, recommendations and tools for implementation of reproductive, maternal, newborn, child and adolescent health in the Myanmar context, including in the different states and regions of the country;

4. Provide technical support for various in country trainings, workshops, meetings on reproductive, maternal, newborn, child and adolescent health;

5. Build capacity for high quality health services for women, newborns, children and adolescents, at facility and community levels, and monitor and measure progress in implementation and impact on survival, growth and development;

6. Assist national counterparts in research related to reproductive, maternal, newborn, child and adolescent health and provide technical inputs to the design and implementation of relevant research proposals;

7. Manage the human and financial resources of the team to achieve the objectives of the WHO Myanmar country coordination strategy; planning, monitoring and reporting to ensure optimal performance of the team; accountability for the timely, correct and efficient use of financial resources;

8. Work with the all teams in WHO Myanmar country office, relevant units in WHO SEARO, WHO HQ and WHO GSC, in addition to relevant international, regional and national counterparts to promote WHO's work on reproductive, maternal, newborn, child and adolescent health;

9. Mobilize resources for reproductive, maternal, newborn, child and adolescent health in Myanmar, and coordinate and work with donors and partners in the country; and

10. Perform other relevant duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced university degree in medicine from a recognized university. Desirable: Post-graduate degree in public health. Degree or Training in any one or more of the following areas: Reproductive Health, Obstetrics & Gynecology, Pediatrics, Adolescent Health, Integrated Management of Childhood Illnesses, Infant and Young Child Nutrition, Health Programme Management, Epidemiology.

Experience

Essential: At least 10 years of relevant professional experience, including considerable experience obtained in an international context, specifically in the implementation, organization and management of RMNCAH programmes. Desirable: Experience working in developing countries in programme planning, monitoring & evaluation and training.

Skills

1. Innovative and extensive knowledge and skills in the areas of RMNCAH.

2. Sound knowledge of health systems, strategic frameworks in the area of RMNCAH.

3. Extensive knowledge and skills in problem solving, planning and management, monitoring and evaluation, negotiation, and resource mobilization.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 89,837 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2995 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
