Org. Setting and Reporting The Air Navigation Bureau (ANB) is responsible for providing technical guidance to the Air Navigation Commission (ANC), the Council, and the Assembly. ANB provides technical expertise in aviation-related disciplines to States, industry and all elements of the Organization. The Bureau is also responsible for maintaining and implementing the Global Aviation Safety Plan (GASP) and Global Air Navigation Plan (GANP), including its aviation system block upgrades as well as producing yearly safety and air navigation status reports. The Bureau develops technical studies and proposals for Standards and Recommended Practices (SARPs), and Procedures for Air Navigation Services (PANS) for further processing by the governing bodies of ICAO. The Bureau also develops related procedures and guidance material. The Bureau also manages the Universal Safety Oversight Audit Programme (USOAP) and Continuous Monitoring Approach that monitors all States on a continuous basis.

The Air Navigation Capacity and Efficiency Division (AN), is responsible for supporting States in the selection, planning and implementation of new technologies in Air Navigation Systems to meet their needs. The Remotely Piloted Aircraft Systems (RPAS) Section serves as the focal point for all RPAS-related matters at ICAO and is responsible for the development of Standards and Recommended Practices (SARPs), Procedures for Air Navigation Services (PANS) and guidance material related to the operation, certification and airworthiness of RPAS, C2 Links, detect and avoid system requirements, licensing and training of remote pilots and air traffic management integration issues, amongst others.

This post is located in the Remotely Piloted Aircraft Systems Section (RPAS), in Air Navigation Capacity and Efficiency Division, (AN), Air Navigation Bureau (ANB). As the Technical Officer, RPAS, the post, in collaboration with more senior Technical Officers, provides technical advice on RPAS, unmanned aircraft systems (UAS), UAS traffic management (UTM) and advanced air mobility (AAM) developments, requirements and operations.

The Technical Officer, Remotely Piloted Aircraft Systems (RPAS), reports to the Chief, Remotely Piloted Aircraft Systems (C/RPAS), Air Navigation Bureau and provides technical advice and services in relation to the development of Standards and Recommended practices for Annex 2 — Rules of the Air, Annex 6 – Operation of Aircraft, Annex 7 — Aircraft Nationality and Registration Marks, Annex 8 – Airworthiness of Aircraft, Annex 10 — Aeronautical Telecommunications and Annex 11—Air Traffic Services, as well as guidance material for the Manual on Remotely Piloted Aircraft Systems (RPAS) (Doc 10019) and related ICAO documents. The incumbent supports the development of guidance material related to UAS regulations and operations, UTM and provides implementation support, including development of training and course material for States, industry and operators. The incumbent supports the Secretary of the RPAS Panel and prepares briefing material and working papers. S/he carries out duties and responsibilities in support of related matters, as are assigned to her/him by the Chief. The incumbent collaborates closely with other Technical Officers in the Air Navigation Bureau and other Bureaux, as well as with Regional Offices for all RPAS-related matters.

Responsibilities Function 1 (incl. Expected results) Contributes to the development of working papers on RPAS matters by providing technical input for the ICAO Council, Air Navigation Commission (ANC) and international meetings, achieving results such as: - Provide technical input to working papers, State letters and other documentation required to present Annex amendment proposals to the ANC and ICAO Council; - Prepare technical studies and working papers for the ANC and international meetings relating to RPAS; - Provide input to facilitate technical discussions during ICAO meetings and conferences; - Participate in the discussion of such papers and provide support, information/documentation, as needed; - Conduct necessary follow-up on actions resulting from the discussion of the papers and related recommendations, decisions or outcomes reached during panel and working group meetings; - Participate in drafting panel meeting reports; and - Provide comprehensive analyses of issues raised by States and international organizations and make recommendations for appropriate solutions.

Function 2 (incl. Expected results) Provides technical advice on matters related to implementation of ICAO RPAS provisions, achieving results such as: - Support the Secretary of the RPAS Panel in the development of manuals; and implementation and training of provisions on operations, airworthiness, C2 Links, detect and avoid, air traffic management and related disciplines; - Coordinate and collaborate with appropriate expert groups to ensure the consistency of operations and airworthiness, C2 Links, detect and avoid, air traffic management and related provisions in all relevant manuals, implementation and training packages; - Provide technical input in the coordination and review of all draft manuals, implementation and training material provided; and - Prepare the necessary documentation for publication.

Function 3 (incl. Expected results) Assists in providing advice, guidance and technical expertise to ANB management, technical officers, Council, ANC, Secretariat and other specialized bodies on UAS, UTM and advanced air mobility (AAM) matters, achieving results such as: - Contribute to the preparation of technical briefings and presentations for the Assembly, Council, ANC and various panels on new developments for unmanned aviation; - Contribute to development of material to be integrated into the GANP and GASP; - Represent ICAO at seminars, workshops and meetings as assigned for specific subject matters; - Communicate and exchange technical expertise and knowledge promoting ICAO’s initiatives in the field of UAS, UTM and AAM; - Liaise with other sections of the ANB by providing specialized advice and to other Bureaux and particularly other specialized bodies including Panels of the ANC; and - Prepare and deliver presentations in order to communicate RPAS Section developments, as assigned.

Function 4 (incl. Expected results) Supports the implementation of ICAO requirements and monitors related technical trends in respect to UAS, UTM and AAM achieving results such as: - Contribute to the planning and publication of guidance materials and the provisions of necessary operational procedures and technical provisions related to UAS, UTM and AAM; - Write technical report drafts on the development of consensus findings for discussion and/or presentations; - Coordinate studies and prepare technical synopses on UAS, UTM, and AAM operations and provide recommendations; - Share technical expertise and knowledge to promote ICAO’s initiatives in the field of unmanned aviation and New Entrants; - Undertake missions to ICAO Member States and represent ICAO at international symposia and present information; and - Maintain technical competence by reviewing publications, attending meetings regarding the latest technological developments relevant to UAS, UTM and AAM and keeping close contact with specialized institutions and industry representatives.

Function 5 (incl. Expected results) Collaborates on matters related to the harmonization of manned and unmanned provisions, achieving results such as: - Liaise with other Technical Officers and expert groups in the Air Navigation and Air Transport Bureaux to assure consistency between manned and unmanned SARPs, PANS and guidance material; and - Liaise with the Legal Affairs and External Relations Bureau to assure compatibility between proposed SARPs and the Convention on International Civil Aviation.

Education Essential A university degree in aviation, engineering or scientific fields or in a related field.

Work Experience Essential - A minimum of six (6) years of progressively responsible experience in the field of UAS or aviation regulation.
