OBJECTIVES OF THE PROGRAMME

In the context of WHO's priority for Universal Health Coverage, the Integrated Health Services (IHS) Department is working with Member States and key global stakeholders to strengthen health service delivery systems that are safe, high quality, people-centred and integrated. The Department is working across the Organization to identify, develop and disseminate knowledge, models for effective interventions, from prevention to palliation, including guidance, standards and tools for strengthening high quality integrated health services.

DESCRIPTION OF DUTIES


  1. Participate in the development of necessary technical materials and provide ongoing support to countries in developing and implementing national quality policies and strategies.
  2. Liaise with relevant WHO departments the further development of WHO guidance and tools on quality improvement and improvement science, working closely.
  3. Disseminate normative WHO guidance on quality planning (recently completed by WHO) and support effective implementation of multi-level quality planning and action in national health systems through collaboration with an internal WHO working group as well as all WHO regions.
  4. Facilitate the further development of the WHO Global Learning Laboratory for Quality UHC building on the existing foundation of its web-based platform as well as shared learning approaches.
  5. Liaise within the quality of care unit to coordinate technical activities in multiple work streams to enhance technical cohesion and synergy.
  6. Organize the unit activities for streamlining member state requests in quality of care and track country support conducted with all levels of the organization.
  7. Build and maintain external relationships with counterparts in UN agencies as well as other agencies to identify areas of opportunity to collaborate on quality of care.
  8. Perform other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential:

  • A first university degree in a health-related field (medicine, public health, or closely related field).

Desirable:

  • Advanced university degree in a health-related field (medicine, public health, or closely related field).
  • Qualifications in quality of care relevant to the position profile.

Experience

Essential:

  • At least 5 years of professional experience of working in the area of quality of care.
  • Proven experience in working with country teams on quality of care issues.
  • Demonstrated exposure at the international level, including cross-country learning.

Desirable:

  • Experience in supporting countries in multi-level planning for quality of care, including national level strategic directions on quality of care as well as facility level quality improvement.
  • Experience in hosting global learning platforms for cross-country exchange.
  • Experience in the application of WHO policies, practices and guidance related to quality of care.

Skills

  • Sound knowledge of country level situations with regards to quality of care with good understanding of relevant country needs, priorities and plans.
  • Demonstrated knowledge of areas related to quality of care, particularly multi-level planning and quality improvement, as applied to health service delivery.
  • Demonstrated knowledge and skills in approaches for effective cross-country learning on quality health services.
  • Excellent written, verbal and presentation communication skills.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 64,121 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4766 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
