OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. The WHE Response division (WRE) is responsible for rapidly detecting and responding tohealth emergencies while leveraging relevant national and international partnerships, ensuring that emergency-affected populations in acute and protracted emergencies have access to essential health services and that systems are maintained and strengthened in fragile, conflict and vulnerable settings while implementing at scale, proven prevention strategies for priority pandemic/epidemic-prone diseases. The Alert and Response Coordination Department (ARC) is responsible to provide end-to-end capacity for the detection, management,coordination and monitoring of acute public health emergencies, as well as the generation and dissemination of public health information around such events. It identifies potential acute events through early warning, provides risk assessment of such events, and delivers on the management, coordination and ongoing monitoring of acute events that require activation of an incident management structure at HQ. These include epidemics and acute humanitarian emergencies.

DESCRIPTION OF DUTIES

Within the framework of the delegated authority, the incumbent is assigned all or part of the following duties which are performed according to the needs and agenda: - Research and identify sources of information for technical materials, situation reports, briefing notes, bulletins, articles and other materials. Sources of epidemiological and other data may come from several different teams and programmes within WHO and from partners. - Produce analysis for information products, such as graphs, figures, data tables, statistical analysis, and other data presentational formats to communicate information to technical partners with particular attention to data about outbreak and emergency response and interventions. - Participate and collaborate actively in the development and implementation of state-of-the-art information-sharing, data analysis and presentation, and dissemination strategies and content management within a planned framework. - Contribute to the design and adapt data and analysis in existing documents, publications and other information materials for major public health events and scientific meetings to enhance information-sharing based on best practices as part of the development and implementation of the Department strategic plan. - Liaise with staff, as assigned, at all levels in The Programme, WHO HQ, Regional and Country Offices to encourage organization-wide information-sharing as a key component of promoting and nurturing a culture of multi-disciplinary and cross-cutting approaches within The Programme, WHO and with key partners. - Perform other related responsibilities as assigned, including replacing and backstopping for others as required.

REQUIRED QUALIFICATIONS

Education

Essential: First level university degree in medicine, epidemiology, demography, statistics, health sciences, or a related discipline that includes quantitative methods. Desirable: An advanced degree in epidemiology, public health, international health or a related discipline.

Experience

Essential: At least two years relevant experience in public health, information management, quantitative methods, surveillance, or epidemiology. Desirable: Experience in WHO or UN Agencies. Exposure at the international level.

- Demonstrated excellent writing and communication skills. - Ability to synthesize information in a clear and concise manner. - Ability to understand technical issues in the field of public health as well as knowledge of epidemiology, quantitative methods, and surveillance in the area of emerging/re-emerging diseases. - Ability to work in a multi-disciplinary and cross-cutting environment. - Excellent organizational and analytical skills combined with ability to multi-task and produce accurate results under pressure. - Excellent interpersonal skills, diplomacy, tact and discretion, sound judgment and initiative, ability to work under pressure and to clearly articulate and present concepts and procedures to a broad range of audiences.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 49,254 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3226 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
