OBJECTIVES OF THE PROGRAMME

The objectives of WHO's emergency programme are to design and implement programmes that prepare the health sector to deal with emergencies and that improve health during and after crises. Within the emergency programme, the objectives of WHO's emergency response team is to support Member States by: (1) promptly assessing health needs of populations affected by crisis, identifying priority causes of ill-health and death; preparing damage estimates and emergency response and rehabilitation plans; providing prompt, credible health information and ensuring the continuity of essential health services; (2) coordinating and monitoring emergency health relief efforts under the Aegis of the Inter-Agency Standing Committee Health Cluster, of which WHO is the lead agency; (3) ensuring that critical gaps in the health response are rapidly identified and filled; (4) revitalizing and building the capacity of national health systems to deal with preparedness, mitigation and response.

DESCRIPTION OF DUTIES

The purpose of this position is to ensure that the response of the primary health care services is effectively implemented and managed, and is based on people-centered quality care, through providing technical guidance and support to the operationalization of the Essential Package of Health services. During the current emergency and early recovery phase in Syria, WHE operations supported the establishment of standards for the design, organization and functional health programming and operation of health systems based on primary and secondary health care, supporting universal health coverage, integrated health and pharmaceutical services networks including hospitals, integrated reproductive maternal, newborn and child health, public health infrastructure and services.In the context of the current emergency, support the strengthening of Primary Health Care activities as well as the Referral System Network will be provided.During deployment, the duty station may change, and duties may be modified, based upon the technical needs of the Programme.The incumbent will perform the following duties:

1. Provide technical support for the strengthening of disrupted health system, reduce the fragmentation and promote coordinated and integrated Primary Health Care approach.

2. Develop and/or adapt Standard Operating Procedures (SOPs), data collection tools and reporting forms for referral system network in general, for COVID -19 referral system response, and for integrating other planned functions including TB and CHWs.

3. Collaborate with the health cluster and implementing partners to coordinate and implement PHC response activities as part of the health cluster's strategic response.

4. Coordinate Primary Health Care and Referral system meetings with all relevant partners, producing and circulating minutes, related decisions and tracking the latter, recommending improvement to current and future field operations based on the lessons learnt.

5. Collaborate with technical staff to secure sources of information and recommend work plans for short-, medium- and long-term.

6. Prepare regular reports and updates on implementation of Primary health care projects.

7. Proactively participate in the development of project proposals to mobilize resources.

8. Provide input to communications and information products (Sitreps, health cluster bulletins, outbreak bulletins etc.) as required.

9. Ensure compliance with IASC principles and the Humanitarian Programme Cycle in delivering WHO's health response.

10. Perform any other related incident-specific duties, as required by the functional supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in Medicine or advanced university degree (Master's level or above) in public health and/or health-related field from an accredited/recognized institute. Desirable: Post graduate studies or specialized training in PHC, emergency response or disaster management in the context of public health.

Experience

Essential: At least five years, including at the international level, of progressive and related experience in areas related to health services delivery in emergencies, extension of health care services to underserved population/areas, and developing strategies to overcome barriers to accessing health care services, including essential medicines. Desirable: Experience or knowledge of WHO mandate and goals in Health Action in Crises or experience in UN organizations/agencies. Experience in capacity building programme planning/development, project management, monitoring and evaluation.

Skills

--> In-depth knowledge of public health programmes with focus on primary health care, health system, and Referral system.

--> Demonstrated knowledge and experience of operational management of health aspects/consequences of humanitarian crises in field settings.

--> Demonstrated skills in capacity building, proposal and report writing, knowledge of and experience with needs assessments in emergency settings, strategic information analysis and planning.

--> Managerial skills for the development, implementation and analysis of technical cooperation programmes and activities, including the development of programmatic indicators.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 60,962 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 975 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
