WHO Timor Leste CountryOffice collaborates with the Government of Timor Leste and relevantstakeholders within the framework of the collaborative Country CooperationStrategy (CCS). The objective of the General Management area of the WHO CountryOffice for Timor Leste is to ensure implementation of CCS and the biennialworkplans. The General Management area of work has a key strategic role inoverseeing, planning and implementation of CCS priorities that span acrossdiverse technical areas. Work involves cross-cutting technical inputs fromcountry office (CO) staff working on all priority areas such as , healthsystems and Universal Health Coverage, communicable diseases, noncommunicablediseases and risk factors, maternal, newborn, child and adolescent health andWHO emergency programmes. The objective of theProgramme is to deliver WHO core functions at the country level, withparticular focus of the Organization's directing and coordinating role forinternational work. Within this framework, activities include support to theGovernment in the formulation, implementation and evaluation of national healthpolicies, strategies and plans, and development and management of WHO'stechnical cooperation programmes at the country level. The specific objectiveof the programme, based in Strategic Priority 4, is to provide support inplanning and management, including development of workplans, monitoring andimplementation of WHO collaborative programmes in line with policies of theOrganization and facilitation of all activities relating to partnerships,interagency coordination, donor relations and resource mobilization at thecountry level
DESCRIPTION OF DUTIES
Under the overall supervision and guidance of WHO Representative and managerial oversight of his/herfirst level supervisor (Health Policy Advisor); the incumbent will perform the following duties:
- Provide main support and technical assistance to WR inthe planning and implementation of WHO collaborative programmes in the countryand in all matters relating programme budget development, resource funding,implementation, monitoring and reporting, including in GSM and other managerialtools;
- Working in close coordination, provide support and assistanceto the Ministry of Health (International Coordination and Policy division,Finance and other departments as relevant) in smoothly implementing WHOcollaborative programmes, including preparation of project proposals andmonitoring and evaluation reports and organizing regular joint Government/WHOcoordination meetings and other periodic review meetings as required.
- Provide technical assistance in resource mobilization,including resources planning and management and relationship with donors and externalpartners, and donor reporting as required Work in close collaboration with WCO technical programmesproviding them support in formulation and management of work plans, HR Plan including providing and facilitating solutions.
- Work in close coordination and liaison with concernedunits in SEARO especially Planning, Budget units and programmes on all mattersrelating to WHO-Timor Leste programme budget formulation, implementation,monitoring and evaluation issues.
- Provide assistance and inputs in all matters relating toGPW, programme budget and WHO Governing Bodies.
- Responsible for development, review and update of allWCO/country-related technical and programme documentation, especially CCS andother advocacy documentation.
- Provide support and assistance to WR in all technicalsubjects relating to UN coordination, joint programming UNCT inputsincluding documentation of UNSDCF process and funding.
- Any other duties assigned by the WR.
- Submit an End of Assignment Report
REQUIRED QUALIFICATIONS
Education
Essential: Essential: Universitydegree in health science, public health, social sciences, public or businessadministration. Desirable: Desirable: Training in public health planning, health policy or health programmes management
Experience
Essential: Essential: At least Two years of relevant experience in program planning, budgeting,monitoring and evaluation Desirable: Desirable: Experience of working in developing country context,knowledge of WHO policy and programmes and of the UN and its specializedagencies. Experience in the reporting to donors would be an asset.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 49,254 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1999 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
